Background Information
The Nias Islands Transition Project (NITP) addresses the urgent need to strengthen the capacity of North Sumatra province and the districts/municipal governments in Nias Islands and ensure that it has the wherewithal to efficiently assume the responsibilities, functions, resources and assets it has inherited from the Aceh and Nias Reconstruction and Rehabilitation Body (BRR).
NITP is designed to address critical gaps in the technical capacity. The first gap lies in the executive’s capacity to coordinate the transition. The second gap lies in the technical capacity of the provincial and district/municipal government agencies to process assets and projects transferred from BRR and other rehabilitation and reconstruction donors, and to implement ongoing recovery work. The third gap is the administration’s broader institutional capacity to coordinate and implement reconstruction and rehabilitation work beyond the transition.
NITP is expected to receive additional funding from the donor mid-2011, thus extending the project period up to June 2012. The additional funding scheme will be mostly used to provide support to local government during the verification of rehabilitation and reconstruction (RR) assets, asset transfer process, as well as building the capacity of regional governments in asset management. Coordination mechanism on asset transfer at national, provincial, and district level will also be supported by the funding.
The project is managed by a project management unit (PMU) based in Medan, while its implementation is backstopped by the UNDP DGU project assurance team in its Country Office in Jakarta under the Decentralisation and Local Governance Cluster.

Objectives of Assignment
The Consultant will assist the National Project Manager (NPM) of NITP in ensuring implementation of activities with regard to asset transfer and management in Province of North Sumatra and Districts/Municipal in Nias Islands including the transfer of Sistim Informasi Manajemen Barang Milik Daerah (SIMBADA) used by BRR. His/Her responsibilities will also extend to ensuring proper support on NITP’s capacity building initiatives in asset management to local governments in achieving expected results of Output 1 (BRR and local government transition process completed for key provincial and district agencies and implemented in a timely, efficient and transparent manner)the consultant should work closely with local government
He/she is to organize and plan project implementation in accordance with the objectives of the NITP project and adhere to UNDP rules, regulations and procedures whilst achieving UNDP Country Programme outcomes. On top of that, the Project Officer is to establish rapport and collaboration with beneficiaries and stakeholders.
The Consultant will report to NITP NPM and he/she will ensure effective delivery of NITP by managing data and supporting programme implementation consistent with UNDP rules and regulations.

Scope of work
- Build and maintain close cooperative relationship with relevant stakeholders and partners in North Sumatra province and districts/municipal governments including but not limiting to provincial agengies in North Sumatra and districts/municipal government agencies in Nias Islands, Liquidation Team of BRR NAD-Nias of MoF, Kantor Wilayah I Direktorat Jenderal Kekayaan Negara (DJKN) Banda Aceh, Kantor Wilayah II DJKN Medan Aceh Biro Perlengkapan dan Pengelolaan Asset Provinsi Sumatera Utara, and Dinas Pengelolaan Pendapatan, Keuangan dan Aset Daerah (DP2KAD) across districts/municipal in Nias Islands;
- In close collaboration with NPM NITP and AGTP-NITP’s Adviser Teams on Asset Transfer and Management, ensure UNDP’s support to local government in asset transfer and management is carried out in effective manner;
- Conduct/participate in coordination meetings, forums and other relevant events in North Sumatra Province and Nias Islands to be abreast with the issues of asset transfer and management. Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations.
- Effective monitoring, analysis of the programme environment, timely readjustment of programme, and measuring the impact of the NITP’s technical assistance to SKPAs.
- Effective coordination of project team in preparing and implementing asset verification process, training, and capacity building of local government agencies.
Regular update of progress on the asset transfer and management process in North Sumatra province and districts/municipal in Nias Islands.
Requirements
· Minimum of 6 years of field experience in one or more of the following disciplines: capacity building, local governance and decentralization initiative, civil service reform, public administration reform or similar;
· Experience in capacity building at local government level;
· Knowledge of the socio-economic and cultural conditions as well as development issues of Indonesia;
· Demonstrated capacity to facilitate recovery and / or capacity building processes;
· Strong leadership / mentoring / supervision / skills;
· Ability to negotiate and troubleshoot relationships with national and international stakeholders;
· Initiative and sound judgment;
· Good team player committed to enhancing and adding value to the work of the team as a whole.
· Strong English reporting, communication and interpersonal skills; and
· Ability to work under-pressure and handle multi-tasking situations.
· Language Requirements: Fluency in both written and oral English. Working knowledge in Acehnese language is desirable.
Other Selection Criteria
- Experience working with UNDP or other UN agencies.
- Experience in working in governance issue or capacity building to local government;
- Dedicated to the United Nations principles, and demonstrated ability to work in harmony with person of
different national and cultural background.
