Senior Disaster Response Officer
(12 Months Fixed Term contract)

Objective of the job:
1. The Senior DR Officer will work towards building response and supply chain management capacity of the PMI, in accordance with PMI strategic plan and other program planning documents / guidelines.
2. The Senior DR Officer will assist the PMI to develop and strengthen it’s disaster response capabilities in order to better track. Analyse and alert on potential risk and threats that many affect vulnerable population across the country.
3. The Senior DR Officer will coordinate with the movement partners, other DM projects of IFRC/PNSs, programme sector in the country: such as Health, Organisational Development, Principles and Value etc, for sharing information and technical support for effective and efficient implementation.
Duties Applicable to All:
1. Work towards the achievement of Federation’s goal in the country/region of operation through effective managerial and lateral relations and teamwork.
2. Ensure understanding of roles, responsibilities, lateral, relationships, and accountability process.
3. Perform other duties and responsibilities as many be assigned by the supervisor.
4. Perform other work related duties as many be assigned by supervisor.
5. Delegated management responsibility and accountability, reporting and budget tracking for disaster response activities supported by IFRC.
6. Assist the PMI in the coordination of PNS disaster response and supply management related activities.
Key Tasks and Responsibilities:
1. Support the PMI with responses to emergency operation in Indonesia (assessments, interventions, supply chain and monitoring & evaluation), as well as providing advice on emergency management and telecommunications.
2. Support the development of new and innovative approaches in Disaster Response, Supply Chain management, maintaining an oversight of new humanitarian programming developments. This will require engagement with other International Organization, UN Organization and agencies, NGOs and relevant academic institutions.
3. Assist in providing DM orientation / training to PMI local staff and volunteers Federation and PNSs staff and when required.
4. Coordinate with PMI in developing appropriate work plans and programmes in the line with the Federation DM programme and PMI strategic Plan.
5. Ensure that the delivery of coordinated, appropriated and effective IFRC supported response programming makes full use of the National Society network to achieve greatest impact.
6. Work with PMI to maintain an up to data base on potential temporary staff and volunteers for development during emergencies.
7. In the event of disaster, support PMI assessment, planning, implementation and co-ordination of emergency operation as directed by the delegation. Also assist PMI to establish links within the context of the International Federation regional and global response mechanism (FACT, RDRT, ERU) and determine the best use of such tools and resources, as required.
8. Increase and improve the National Societies capacity to manage it’s increasing logistical warehousing and supply chain needs.
9. Ensuring that the linkages with disaster risk reduction and development programming (to build community safety and resilience) are integrated into response and early recovery activities, tools and standard operating procedures.10. Keep abreast of disaster events and security situation and ensure incident reporting to HoD, DM Delegate and Key PMI Staff.
11. Providing advice on good practice in emergency telecommunications, including training, and maintain a regional inventory of equipments.
12. Visit the project areas as when necessary.
13. Assist in the preparation of accurate and timely reports in accordance with Federation guidelines.
Qualification & Experience:
* University Degree
* Previous working with one of International RC/RC Movement component.
* Experience of writing narrative and financial report.
* Experience of planning and managing budget.
* Experience of risk mapping, vulnerability & Capacity Assessment on a local level.
* Knowledge of disaster, disaster management and disaster prevention and mitigation program.
* Understanding and skills in relation to facilitating institutional development and organizational change.
* Understanding of opportunities and constraints for sustainable development.
* Strong sense of responsibility and control
* Skill in computer, software systems (windows, spreadsheet, word processing, e-mail, internet.
* Valid driving license (manual gear)
* Presentation skills in English and Bahasa Indonesia.
