The Government of Indonesia established an Aid for Development Effectiveness Secretariat (A4DES) in the National Development Planning Agency (Bappenas) to move forward, together with development partners, with implementation of the shared agenda of enhancing development effectiveness as articulated in the Jakarta Commitment. Under leadership of the Deputy Minister for Development Funding, A4DES is responsible for providing support in facilitation, coordination and monitoring of the coordinated activities to realize the objectives of the Jakarta Commitment.
Objectives of Assignment
The Consultant for development of SOP negotiation of procurement regulation will be working under coordination of the project coordinator to assist Working Group Procurement in developing a guideline / SOP for negotiation of loans/grants particularly in terms of procurement of goods / services. This guideline is expected to provide guidance for government of Indonesia officers who participate in examining and negotiating grants / loans agreement, the provisions of what is essential to be maintained by the negotiator and what can be harmonized with the development partner’s regulation. The issues that must be considered and discussed as well level of authority that can make a decision.The purpose of the position is to produce the draft of the SOP Negotiation of Procurement Regulation on a grant or loan project agreement.
Scope of work:
The Consultant for SOP negotiation developmentshould submit his/her works and reports to Program Coordinator and chairman of WG Procurement.
The Harmonizing Procurement Procedure Consultantspecific tasks are:
- Work closely with the procurement analyst and WG Procurement to ensure the overall quality of process, progress and deliverables on the SOP drafting process on the negotiation of procurement guidelines on a grants/loan project agreement
- Develop the draft of SOP negotiation
- Write inception report of the SOP
- Arrangement of meetings of forum group discussion with related institutions

Education:
Bachelor degreewith minimum 5 yearsexperience in SOP or regulatory drafting. An additional master’s degree in public policy will be an advantage.
Experience:
- Experience in donor/multilateral funded projects
- Experience in Government of Indonesia procurement regulation (Perpres 54/2010).
- Understanding of Government of Indonesia state budget procedure and cycles
- Understanding donor /multilateral project implementation systems, cycle, characteristics and networks with the Executing and Implementing Agencies;
- Be familiar with the government procedures of policy and regulatory formulation particularly on foreign loan and grants;
- Experience working on, or conceptual understanding of aid issues;
- Familiar indealing with both government officials and donor institutions;
- Have experience in dealing with donors coordination and aid management is preferable.
Language Requirements:
Fluency in English with excellent writing and editing skills are requirements.
