Title: Consultant for SCDRR Pilot Project Monitoring, Evaluation and Completion

BACKGROUND
The project “Safer Communities Through Disaster Risk Reduction in Development” (SC-DRRD) is designed to make disaster risk reduction a normal part of the development process established in core functions of government and its public and private partners at all levels especially local communities where the most effective actions can be taken to reduce the physical, economic and social vulnerability to disasters. The ultimate aim of this project is to ensure that, over the long-term, development takes place in a way that disaster risks are considered and accounted for so that over time, a culture of safety becomes the norm in Indonesia leading to sustainable development and poverty reduction in Indonesia - one of the most disaster prone countries in the world.
It is intended to attain four key outputs: 1) establishment of a disaster risk reduction policy, legal and regulatory framework, 2) establishment and strengthening of institutional systems that support decentralized disaster risk reduction integrated with local level development, 3) education and awareness programs established and strengthened to make development/disaster linkages understood and 4) the demonstration of disaster risk reduction initiatives that make communities safer.
The implementation of this project will be undertaken through National Development Planning Agency (BAPPENAS) in close partnership with the National Agency for Disaster Management (BNPB). Strategic partnerships will be established with other relevant GOI ministries and agencies and with public and private partners at international, national, provincial, district, sub-district and village levels. The overall target budget figure for the five-year programme stands at USD $18,000,000 million.
Toward the completion of the SCDRR Programme by the end of 2011, SCDRR still implements a number of CBDRM, Integration of DRR and climate change adaptation into sustainable livelihood, and EWS pilot projects in 14 (fourteen) villages in the province of Bengkulu, NTT and West Sumatera. To ensure the project running in accordance with the work plan and achieved the intended target output, the monitoring and evaluation are required to undertake periodically in line with the respective logframe and work plan. Hence, the corrective actions can be taken accordingly based on the recommendation derived from the monitoring and evaluation. Furthermore, enabling the pilot projects can be replicated by the local governments, it is important to conduct evaluation of post pilot project implementations in DIY and Central Java Province as well as in Kota Palu to ensure the successful of the project and hence to develop the lesson learned.
Under the overall supervision of the SCDRR National Project Manager cum Team Leader, the consultant will support the monitoring and evaluation of the pilot project, to ensure that SCDRR pilot projects are implemented timely and accurately and achieved the target output as stipulated in the term of reference and logframe.
OBJECTIVES OF ASSIGNMENT
General Objective
General objective of the assignment is to monitor and evaluate the pilot project activities in order to ensure the activities are implemented timely and accountable manner and to achieve the intended target output in accordance with the plan. In the longer term, this ensures the project will contribute the sustainable development through disaster risk reduction (DRR) initiatives and ensure the pilot project will be replicated by the local governments
Specific Objectives:
The main objectives are the following:
· To conduct the monitoring and evaluation of the pilot project and recommend the corrective actions;
· To ensure the project implemented timely manner and well-targeted in line with the intended objective;
· Support the project implementation through provide better coordination with related local government institutions and other related parties;
· To assist and review the effectiveness of the gender mainstreaming in the pilot project implementation.
SCOPE OF WORK
Under the supervision of the National Project Manager SCDRR and working close liaison with the National Project Coordinators and Project Officers in the PCISU SCDRR, the consultant is required to undertake the following scope of the works:
1. Undertake pilot projects monitoring and evaluation in line with the specific logframe of the activities;
2. Provide assistance and reports for field visit of mid-term and final review of the activities in accordance with the logframe;
3. Provide coordination with related national and local government institutions as well as related multi stakeholder in the pilot project implementation;
4. Develop pilot project monitoring and evaluation reports
5. Review and recommend the exit strategy for the sustainability of the pilot projects;
6. Review and recommend the pilot project reports undertaken by the implementing partners
The consultant is expected to complete all work identified above within four (4) months from the date of commencement.
Professional fee will be excluding travel and cost for organizing the workshops and relevant activities. There will be no additional payment provided to deliver the expected outputs.
REQUIREMENTS
1. Demonstrated experience in development projects and project management;
2. Experienced in the providing capacity assessment and capacity development;
3. Experience in working with government agencies (central and local), CSOs and international organization;
4. Knowledge of disaster management issues, particularly disaster risk reduction, is desirable;
5. Excellent communication and writing skills;
6. Strong interpersonal skills;
