DIRECTOR – PROGRAM EFFECTIVENESS AND PERFORMANCE

About the Indonesia Program and the Program Effectiveness and Performance Section

Australia is the largest bilateral grant donor in Indonesia, spending approximately AUD$550 million per annum. As stated in the Australia-Indonesia Partnership Country Strategy 2008-2013, the goal of the Indonesia Program is to work in partnership with the Government of Indonesia to achieve a more prosperous, democratic and safe Indonesia. Investments are across a broad range of sectors, including education, health, infrastructure, economic governance, legal and democratic governance, rural development, disaster management and climate change.

Australia’s aid program to Indonesia will continue to grow as the Australian Government realises its commitment to increasing Overseas Development Assistance to 0.5% of GNI by 2015. The Indonesia Program needs to ensure these investments are making a difference by helping people overcome poverty. In order to improve program quality, the Indonesia Program is establishing a new Program Effectiveness and Performance Section within AusAID Jakarta. This Section of 12 staff will be divided into four units with the following tasks:

1. Performance and Quality Unit – this Unit is responsible for building staff capacity in monitoring and evaluation and managing key quality processes, in particular:
a. Implementing an institutional change program to improve the quality of monitoring and evaluation in the Indonesia Program, so that credible information is used to inform decision-making.
b. Supporting teams to develop and use performance assessment frameworks for the sector and country levels, to provide the strategic framework for program design, implementation and M&E.
c. Managing and guiding the Indonesia Program in carrying out key program performance management processes at the program, sector and country level, including Quality at Implementation Reports and Annual Program Performance Reports.

2. Design Unit – this Unit will be responsible for designing and implementing an institutional change program to improve the quality of designs in the Indonesia Program. In particular, this will involve:
a. Developing a more effective approach to designs, including a more efficient design process
b. Supporting teams to access good quality design expertise.
c. Facilitating teams to develop good quality designs and manage efficient design processes.
d. Reviewing the quality of key designs and providing advice on design issues.
e. Coordinating and analysing the Program Management Plan, a tool to track pipeline development and delivery, to plan and track the progress of designs, evaluations and strategies across the Indonesia Program and feed into business reports to management.

3. Procurement Unit – this Unit is responsible for overseeing procurement and grant processes on the Indonesia Program, including
a. Clearing procurement and grant agreements;
b. Liaising with and supporting Activity Managers on procurement and grant issues or processes;
c. Delivering training to staff on procurement and grants;
d. Liaising with the commercial and donor communities such as through forums;
e. Managing tender processes as needed, if agreed by the procurement team in Canberra; and
f. Liaising with Procurement and Agreement Services (PAS) in managing procurement for the Indonesia program.

4. Risk and Fraud Unit – this Unit will be responsible for reviewing, maintaining and improving risk management across the Indonesia Program, including:
a. Developing and managing an overarching risk management plan for the Indonesia Program.
b. Managing quarterly reviews and assessments of risk management across each sector.
c. Managing the Indonesia Program fraud database.
d. Engaging with internal and external auditors to ensure the Indonesia Program is complying with corporate requirements on fraud and risk management.
e. Providing training to Indonesia Program staff on risk management.

A Design and Evaluation Capacity Building Adviser will also provide technical advice and support to the Performance and Quality Unit and Design Unit on a periodic basis. In particular, this adviser will support the institutional change programs to improve the quality of M&E and designs in the Indonesia Program.

Position Description

AusAID is seeking to engage a highly motivated and experienced manager to fill the position of Director for the Program Effectiveness and Performance Section. The Director will strategically lead and manage the Program Effectiveness and Performance Section, which will be comprised of four units and 11 staff.

The Director will report to the Chief of Operations and will directly supervise the Unit Managers of the Performance and Quality Unit, the Design Unit, the Procurement Unit and the Risk Management Unit. The Director will maintain regular and open communication with the Design and Evaluation Capacity Building Adviser, the Minister Counsellor, Counsellors, and the Indonesia Desk and the Program Effectiveness and Performance Division in Canberra.

In particular, the Director will be responsible for:
• Finalising the establishment of the Section, including leading the recruitment of key positions
• Setting and managing the vision and strategy for the units
• Effectively leading and managing staff
• Developing and managing the performance of staff
• Facilitating cross-unit cooperation
• Acting as a champion for and building support for reforms being led by the Section, especially in regards to improving the quality of M&E and designs
• Supporting the Minister Counsellor and Chief of Operations
• Participating as an active member of the management team
• Supporting, developing and maintaining effective relationships with relevant AusAID and external stakeholders

Eligibility/Other Requirements

• Post-graduate qualifications will be an advantage
• Applicants must be fluent in English
• An Australian Government Security Clearance would be useful, but is not essential.

The Selection Criteria

1. Highly effective leadership and management skills, including change management skills

2. Ability to guide, mentor and develop staff

3. Strategic thinking, initiative and decision-making skills

4. Highly effective communication, negotiation and representation skills

5. Demonstrated experience in program design and implementation, including monitoring and evaluation

6. Demonstrated skills and experience in identifying and managing risks on programs

7. Knowledge and understanding of the Australian Government’s Commonwealth Procurement Guidelines

8. Demonstrated experience working in an overseas development context, ideally with a donor agency

Terms of Employment

This position will be filled as an overseas based employee of AusAID. The position is for an initial period of two years with a one year extension option.

An attractive remuneration package and conditions of employment will be negotiated commensurate with the demonstrated experience, expertise and skills of the successful applicant.
