1. Introduction
Handicap International Federation is a non-governmental organization, specialized in the field of international solidarity. It was formed in 1982, with its headquarters in Lyon (France). Handicap International Federation is working in over than 55 countries worldwide and a co-winner of 1997 Nobel Prize for Campaign against Land Mines. Handicap International Federation is made up of a Federation and eight sections (national associations) which work together on mobilizing resources, co-managing projects and promoting the movements’ principles and activities. Handicap International Federation is neither exclusively a development NGO nor exclusively an emergency relief NGO. Non-governmental, non-religious, non-political and non-profit making, Handicap International Federation works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant.
Handicap International Federation has been working in Indonesia since 2005 to support health and social initiatives related to disability issue. In collaboration with the Ministry of Social Affairs of Republic of Indonesia, Handicap International Federation in Indonesia implements activities that will allow people with disabilities in Indonesia to have greater opportunities to exercise their rights to enhance their dignity.
Handicap International Federation Indonesia formulated a strategy which stated that the specific objectives of the activities are to increase the capacity of institutions and services working in disability field, confirming to general public and decision makers are aware that disability is a human rights and development issue, and empowering people with disabilities and their organization to become active actors in their communities.
2. Project Presentation
The right to education is universal and extends to all children. Still, it is considered that the majority of CwDs are out of school, while many of those enrolled are not learning adequately.
The overall objective of the present project is the full participation of children with Disability (CwDs) in Nusa Tenggara Barat communities. This long term objective will be reached in part as a result of the project implementation itself but also with the contribution of all sectors concerned.
In achieving the specific objective To contribute to a quality shift toward an inclusive education system in 3 districts and 1 urban city of NTB province, it is expected that Children with disability will be placed at the core of the learning system. The development of their learning environment should take a holistic approach whereby community actors such as community leaders, parents, DPs etc. participate in the education process. This approach, which will include the full participation of children, will be set up during the project to ensure sustainability of the inclusive education system. To obtain the full participation of CwDs, they themselves require the maximum close support in and out of school. This support should take into account the existing education frameworks which are part of the decentralization process. Considering this main approach, the participation and commitment of all educational actors within the project as well as children with disabilities will be supported.in a particular activity based on project frame. Moreover, support to the development of education policies and action plans defined at provincial and district level will be provided to ensure that they take into account all disabled children, encourage their full participation and promote diversity.
3. Objectives of the project
The overall objective: The full participation of Children with Disability (CwDs) in the NTB communities. The specific objective: To contribute to a quality shift toward an inclusive education system in 3 districts and 1 urban city of NTB province.
4. Specific Objective expected :
To support training objective, a trainer is needed to increase FKDAC skill and knowledge in : Disabilities issues, Inclusive Education issues, and parents participation in inclusive education, and facilitation skill
Regarding to the needed above, in training process a trainer should be provide
1). Provide training curricula on FKDAC training weeks by the agreed deadline. Included:
• Disabilities issues in Indonesian context
• Inclusive education
• Good parenting (how to support the development of children with special need)
• Parents participation in inclusive education
• Guidance in facilitating technique
2). Provide training material, based on training curricula
3). Develop good communication and collaboration with IE team in training preparation and implementation, including a de-brief with the IE project manager
4). Deliver the training in October 2011 (5 days for 15 participants). This should:
• meet the objective and expected result of FKDAC training weeks ToR
• be delivered following the participatory methodologies
5). Expected skill from facilitator :
- Expertise in facilitating training for adult (andragogy)
- Expertise in participatory training methode
- Expertise in disability, Inclusive Education and parent participation issues
- Have experience in facilitating DPO or CwDs parents in inclusive education
- Have a good understanding in government policy regarding to Inclusive Education and the relation in parents involvement
- Have a good knowledge in recent issues regarding to parents participation in inclusive education.
The time expected for the consultancy is 6 days.

7. Payment provisions
For these activities, HI propose 1,120,000 per days for all Training matters included :
The provision excludes accommodation during in Lombok. HI will provide accommodation separately during the mission in Lombok. The accommodation includes :
a. Plane ticket
b. Hotel
Deliverable :
1). Training curricula / module for FKDAC members
2). Pre-test and post test
3). Evaluation from participants
4). Activity report (covering training process, results, challenge and lesson learned)
5). Attendance list
