Community Development Officer and Community Relations Officer

Yayasan Tambuhak Sinta (YTS) is an Indonesian Foundation based in Kalimantan that is focused on improving the quality of governance in areas where natural resource-based and extractive industries in forestry, palm oil and mining have a significant impact on local and regional development. YTS has developed an approach and methodology that enables communities, government, industry and CSOs to collaborate on improving local economic development.

Currently, the main focus is on strengthening the link between communities and local government, and to enable communities to take a more pro-active role in decisions affecting local development. YTS has been helping communities engage more effectively in the government planning and budgeting process, with a focus on improving economic livelihoods.

The project is focused on Kecamatan Sekatak, Bulungan Regency and will be based in Tanjung Selor. It is expected to start sometime in October 2011. YTS is seeking candidates for the following positions:

1. Community Development Officer

· Supervise and coordinate planning and implementation of YTS community development programs in Kecamatan Sekatak;
· Supervise and assist Village Management Groups (VMGs) with village development planning, documentation, and implementing Village Development Plans (VDPs);
· Work closely with the Community Relations Officer to maintain good relations with villagers and other key stakeholders in the area;
· Liaise with Kecamatan government officials to keep them informed, supportive, and involved with YTS activities; and to ensure proper engagement with the Musrenbang process;
· Liaise with Kabupaten government officials to link villages with Government programs and services; and access and facilitate delivery of Government programs and services;
· Be responsible for budgeting and financial reporting, control, and accountability; and
· Document project activities, communicate regularly with YTS Palangka Raya office, and prepare monthly and quarterly activity and financial reports.

2. Community Relations Officer

· Act as main contact person between exploration camp field personnel and external parties in the surrounding area – government, communities, companies, CSOs;
· Strengthen relations with key local stakeholders; and
· Manage Social and Education Funds.
