BACKGROUND
The project “Safer Communities Through Disaster Risk Reduction in Development” (SC-DRRD) is designed to make disaster risk reduction a normal part of the development process established in core functions of government and its public and private partners at all levels especially local communities where the most effective actions can be taken to reduce the physical, economic and social vulnerability to disasters. The ultimate aim of this project is to ensure that, over the long-term, development takes place in a way that disaster risks are considered and accounted for so that over time, a culture of safety becomes the norm in Indonesia leading to sustainable development and poverty reduction in Indonesia - one of the most disaster prone countries in the world.
It is intended to attain four key outputs: 1) establishment of a disaster risk reduction policy, legal and regulatory framework, 2) establishment and strengthening of institutional systems that support decentralized disaster risk reduction integrated with local level development, 3) education and awareness programs established and strengthened to make development/disaster linkages understood and 4) the demonstration of disaster risk reduction initiatives that make communities safer. Since 2008, SCDRR Program has supported efforts in mobilizing the movement of community-based disaster risk reduction through support for the implementation of CBDRR IV Symposium held in Denpasar, Bali. This support continues to CBDRR V National Conference in 2009 in Makassar, South Sulawesi. Symposium (then turned into a conference) CBDRR actually started in 2004, which is an initiative of civil society organization in order to provide for an annual media and organization for practitioners to exchange experiences, tools and framework to build network of CBDRR works.
CBDRR Symposium in August 2004 was trying to shoot a variety of CBDRR activities in the field. Symposium CBDRR II produces Cikini ‘s Declaration in which the methods, practices and frameworks CBDRR formulated, and the Symposium CBDRR III is used as the main strategy in national disaster risk reduction and the launch of the manual (Living Guidebook) CBDRM and in the CBDRR Symposium IV is to promote accountability of state to Act No. 24 of 2007 on Disaster Management).
In line with the expansion of CBDRR practices and versions of a different approach, Symposium V CBDRM prepared to accommodate the needs of theory and practice of adequate frameworks and standards. Therefore the activities of the symposium, title CBDRR V was changed to the CBDRR National Conference V.
One of the raised issues, particularly since the implementation of CBDRR IV Symposium in Bali and the CBDRR National Conference V is the need to encourage the institutionalization of the movement of community-based disaster risk reduction as a joint movement by making the CBDRR regular symposium as one of the movement.
In the CBDRR conference VI in Jakarta last year, resulted some agreement and action plan, particularly how to improve and update the Living Guidebook of CBDRM by respecting to the items thoughts and recommendations that appeared on the first and second days of the conference, beside that there also some in-depth interviews with key stakeholder both government and non- government, and also further discussion with INGO’s about the ideas to institutionalized the CBDRR movements. All the database and information that was submitted and discussed through those event should be documented and analysis as a book of the movement Institutionalization of Community-Based Disaster Risk Reduction
OBJECTIVES OF ASSIGNMENT
This consultancy is short term assignment to support the efforts in institutionalize the movement of community-based disaster risk reduction, and preparing the manuscript movement Institutionalization of Community-Based Disaster Risk Reduction and disseminate it.
The main objective of the assignmnets is to develop document regarding of the institutionalization the movement of CBDRR, which is contain of:
(I) the background and necessary reasons of CBDRR movements and the reason of needs the movement to be institutionalized;
(II) descreation of CBDRR movement and the characteristics of CBDRR,
(III) the meaning of institutionalization and its properties,
(IV) the approaches, strategies and institutionalization stages of CBDRR movement; and
(V) road map to the institutionalization of CBDRR movement in Indonesia.
SCOPE OF WORK
Under direct supervision of the NPM SCDRR and close coordination with DRR-CPRU, the consultant will perform the duties with detailed scope of work as follow:
1. Desk Review:
Conduct desk review over the existing documentations that provide information on the current information. Documents to be review might include but not limited to:
a. Documents of CBDRR symposium I to VI;
b. Articles, Reports, Papers, Proceedings, Books and other related documents
2. Document writing
Compile all information gathered from desk review and interview and discussion in a consolidated report in a format that shall be consulted with the supervisor.
REQUIREMENTS
1. Have a good knowledge and experience in CBDRM and actively involved in managing and analyzing previous CBDRM conferences
2. Advance writing skill in Bahasa and English
3. Ability to work with different cultural/national backgrounds, good interpersonal and communication skills
4. Ability to work with minimum supervision
