National Legal Specialist

Chemonics seeks a short-term National Legal Specialist for the USAID-funded Indonesia Marine and Climate Support project in Indonesia. The project aims to sustainably manage Indonesia’s marine and coastal ecosystems.

The National Legal Specialist will work in coordination with the International Legal Specialist to improve MMAF’s understanding of international agreements and forums created for management of marine and fisheries issues including international dispute settlement mechanisms, state rights and obligations related to the marine environment, fisheries and scientific research; and provide recommendations to strengthen Indonesia’s ability to participate in and benefit from international mechanisms established under UNCLOS 1982.

Responsibilities include:

· Review GOI institutional arrangements for implementing the range of international agreements with respect to marine and fisheries issues. **
· Analysis of GOI performance and obstacles in fulfilling its international rights and obligations.
· Conduct focus group discussions and meetings to facilitate assignment implementation.
· Organize a workshop for GOI and other stakeholders to improve their understanding of international agreements, forums and procedures.
· Assist the International Legal Specialist to develop a technical report and road maps for designing and implementing a national ocean policy and area management plans for monitoring their effectiveness

Qualifications:

· At least six years of experience working in policy and advising government at the national and local levels.
· Law degree or relevant experience.
· Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
· Strong English writing and speaking skills required.
