NEWBORN ADVISER EMAS PROJECT

Save the Children is a leading, private child-focused non-governmental alliance of 29 member organizations that works in 120 countries throughout the world. Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. Save the Children has grown enormously in the country and today we operate in 13 provinces across Indonesia. Our program approach now brings long term and sustainable benefits to more Indonesian children and we work to establish effective, self-sustaining approaches to issues related to child protection, health, education, livelihoods, emergency response and disaster risk reduction. Save the Children partners with children, communities, local organizations and the government of Indonesia to transform the lives of Indonesia children and their families. Currently Save the Children has an immediate need for experienced senior staffs to be part of our EMAS Project Team and will be based in Jakarta.

The Expanding Maternal and Neonatal Services (EMAS) project is a five-year USAID-funded project that seeks to reduce maternal mortality six Indonesian provinces. It will focus mainly on improving maternal and neonatal services in facilities including public and private hospitals, and Puskesmas clinics. It's desired results include reducing maternal and infant mortality. Save the Children, a leading global non-profit organization in child and newborn health, will provide the technical leadership for EMAS's Newborn Health activities and also contribute to the Information, Communications and Technology (ICT) and referral system strengthening. Jphiego is the lead organization in EMAS and other partners include Muhammadiyah/Asiyiyah, Budi Kemuliaan, and RTI.

The position we are looking for is:

NEWBORN ADVISER EMAS PROJECT - 1 post, based in Jakarta (code: NAEP Jkt)

The Newborn Advisor will be responsible for providing technical leadership for EMAS newborn activities and ensuring the quality of these activities. S/he will provide training and technical support to the provincial newborn and other project staff; indirectly supervise the provincial newborn specialists; and build relationships with the Government of Indonesia (GoI) Ministry of Health. The Newborn Advisor will also ensure that learning from EMAS is disseminated within Save the Children and that global good practices are incorporated into EMAS. The Newborn advisor will be based in Jakarta and travel frequently to the participating provinces.

Core Responsibilities:

1. Identify barriers to improved newborn health in the target areas including facilities
2. Provide technical leadership on newborn health for the EMAS project with a focus on improving neo-natal and newborn health care in facilities and capacity of mid-wives
3. Ensure the quality of all of EMAS's newborn health activities
4. Develop high quality newborn health training strategies including compiling training materials
5. Train EMAS staff and other stakeholders which could include hospital, Puskesmas, and Muhammadiyah staff, and midwives
6. Work with the GoI to improve newborn health policy, resource allocation, and implementation
7. Ensure Save the Children global best practices are incorporated into EMAS's newborn health strategies
8. Assess, support and oversee the work of the provincial Newborn Health Specialists
9. Participate in strategic meetings and planning with other EMAS staff members
10. Compile quarterly technical reports
11. Facilitate and participate in technical assistance visits by international Save the Children staff
12. Ensure successful EMAS newborn health approaches are disseminated within Save the Children in Indonesia

JOB REQUIREMENTS (Education, Experience and Skills):

* Medical Doctor- Pediatrician; Master's in Public Health (preferred)
* At least 12 years work experience in newborn health with non-government organizations, international donors, and/or Government of Indonesia and 5 years experience working with large-scale health projects funded by international donors (USAID, AusAid, World Bank, UNICEF, etc.)
* Superior technical knowledge in clinical and community newborn health
* In-depth knowledge of the Indonesian health sector
* Established professional relationships among key GoI Ministry of Health staff
* Ability to advocate for policy changes, increased resources, and improved implementation of policy
* Ability to design, implement, and oversee effective training strategies
* Intimate knowledge of community health systems
* Strong writing and communication skills in Bahasa Indonesian and English
* Proven ability to work effectively in a multi-cultural team
