Short-term Training Needs Analysis Specialist

Chemonics seeks a short-term Training Needs Analysis Specialist for the USAID-funded Indonesia Marine and Climate Support project in Indonesia. The project aims to sustainably manage Indonesia’s marine and coastal ecosystems.

The Training Needs Analysis Specialist will review existing training needs assessment (TNA) methodologies and practical examples of TNA results from other organizations in order to develop and pilot test a set of standardized TNA guidelines that is suitable for institutionalization by BPSDM-PUSLAT in the Ministry of Marine Affairs and Fisheries (MMAF).

Responsibilities include:

· Compile and evaluate existing TNA technical guidelines and examples of training needs assessments conducted by outside institutions;
· Draft a set of TNA guidelines for PUSLAT that describe how to assess an organization’s structure and function to achieve its objectives, identify gaps in existing knowledge and skills, and establish training priorities.
· Conduct focus group discussions and follow-up meetings to facilitate assignment implementation.
· Pilot testing of TNA guidelines in selected directorates of MMAF in collaboration with BPSDM-PUSLAT personnel.

Qualifications:

· At least five years of experience conducting training needs assessments and experience advising central or local government.
· Advanced degree preferred.
· Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
· Strong English writing and speaking skills required.
