Project Manager for Youth as Agents of Behavioral Change

Norwegian Red Cross (NorCross) has been working in collaboration with Indonesian Red Cross (Palang Merah Indonesia / PMI) since December 2004 after the Tsunami struck Indonesia. In Aceh PMI and NorCross successfully implemented a Youth Mental Health and Character Building pilot project in the period 2008-2010. NorCross and PMI are now looking to expand the project to Central and East Java Provinces with title Youth as Agents of Behavioral Change (YABC). NorCross is therefore looking for qualified and committed candidates to fill the position as Project Manager for this Project. The candidate will be based in Jakarta but will be expected to travel frequently to the areas of project implementation.

Key Tasks and Responsibilities:
1. Work closely together with PMI to plan, manage, implement, and evaluate the Youth Project;
2. Manage the financial resources for the Project;
3. Ensure the participation of all relevant PMI counterparts at the NHQ, province, and district levels throughout the project cycle, with emphasis on an integrated approach and the inclusion of cross-cutting themes (i.e.: Gender, Social Inclusion, a Culture of Non-Violence and Peace);
4. Provide technical support to PMI at all levels to ensure implementation is in line with PMI Strategic Plans, the Federation Strategy 2020, NorCross plans, and government policy;
5. Strengthen partnerships and networking with all relevant stakeholders, such as local and central government, NGOs/INGOs, universities/schools, and the corporate sector;
6. Support counterparts to influence policy and practice at the national level that can impact positively on youth development and reduce violence and anti-stigma & discrimination;
7. Coordinate with the RC/RC Movement Partners (PMI, IFRC, ICRC, & PNSs) on initiatives related to the Project;
8. Work closely with the PMI to establish a resource mobilization strategy to ensure the sustainability of the Project.

Competencies:
· Minimum Bachelor degree in Psychology, Health, and/or Social Sciences.
· Five years working experience, especially in youth development and child protection.
· Excellent project management and communication skills.
· Good analytical skills.
· Fluency in English both verbal and written, minimum TOEFL 500.
· Results Focused.
· Knowledge of National Society Relations an asset.

Salary Scale:
Salary scale in line with IFRC standard for Indonesian staff.

Duration of contract:
One year with the possibility of extension. Starting date is 1st November 2011.
