PROJECT MANAGER

CARE Indonesia in Kefamenanu, East Nusa Tenggara is currently recruiting the following position:

JOB TITLE : PROJECT MANAGER
DEPARTMENT/PROJECT : PROGRAM/PRIMA BINA
REPORTS TO : PROGRAM OPERATIONAL MANAGER

JOB SUMMARY:

The Project Manager is responsible for implementation of the Prima Bina project in East Nusa Tenggara Province and will be implemented in Timor Tengah Utara and Belu districts with targeted 20 villages. S/he has direct responsibility for staff management and supervision, financial management and project planning and administration. S/he will be supported by project team-based in Kefamenanu, the Prima Bina team-based in Atlanta and Program Operational Manager.

RESPONSIBILITIES AND TASKS:

1. Overall responsibility for implementation of the Prima Bina Project in East Nusa Tenggara.
2. In concert with Program Operational Manager and Prima Bina staff to coordinate project initiatives with
provincial/district government, the Ministry of Health and other related agencies, and NGOs’ partner which working in the targeted area.
3. In concert with CARE USA technical advisor, Program Operational Manager and project staff to develop start-up and detailed implementation plans, including M&E/performance management framework.
4. Develop detailed advocacy plan in concert with partners, Program Operational Manager and work closely with GOI officials to address advocacy issues focused at the national, provincial, district and local levels.
5. Work closely with CARE USA technical advisor and Program Operational Manager to build capacity of project staff and to implement a high quality program.
6. Ensure that the project provides capacity building and oversight for local partners and government in Prima Bina and in the incorporation of principles of gender, equity and diversity.
7. Manage project staff by motivating them to meet their targets, supporting them with technical and management resources, and promoting team work.
8. In concert with Admin. Officer-Kefamenanu, to provide project management administration/project-based reports such as: monthly activity reports, vehicle reports, travel advance request, travel plans, and travel expense reports, etc. and submit to Program Operational Manager and appropriate Jakarta Program Support Unit Representatives.
9. Work with Program Operational Manager to ensure that the project output and outcomes are being achieved by holding staff and implementing partners responsible on work assignments in relation to project needs and organizational policies.
10.Work with Program Operational Manager to develop and manage project annual activity matrices and budget plan and implement field-level activities accordingly.
11. The Project Manager represents CARE and is expected to model CARE principles and value and work in an accountable and transparent manner with stakeholders.
12. Perform additional assignments that will contribute to the basic function as requested by supervisor.

QUALIFICATIONS:

1. University degree in public health, nutrition, nursing, development OR equivalent work experiences in nutrition or public health.
2. 4 years or more of experiences related to nutrition programming, preferably with an INGO in Indonesia, excellent understanding of Prima Bina and NTT specifically.
3. Experience coordinating Prima Bina/Nutrition and management activities with government technical agencies.
4. Proven track record of ability to cope in a positive and productive manner within a high pressure environment with sensitive subject matter.
5. Good understanding of gender, diversity, and cultural issue related to Prima Bina.
6. Excellent written and verbal communication skills, English strongly desired.
7. Willingness to travel and work in remote and sometimes difficult locations.
8. Excellent computer skills, particularly use of Microsoft Office software packages.
9. Excellent leadership, time management, and planning.
10. Good and strategic decision maker.

Site: 80% ; Travel 20%
