Project Officer and M&E Officer

PROGRAM SUMMARY:
Indonesia faces diverse and severe natural hazards that are being exacerbated by climate change. The effects of these hazards take a great toll on communities, the economy and the environment. However, cost effective opportunities exist for strengthening resiliency such as disaster preparedness planning, mitigation measures and adaptation to climate change. With its sound Disaster Management Law, existing National Action Plan Addressing Climate Change, and a robust culture of civil society, Indonesia is in a strong position to find practical and scaleable solutions for these problems. The critical need is to link political will at the national level, with institutional capacity among provincial, district, and sub district governments, civil society organizations and the private sector. While at the same time, resiliency activities must utilize local knowledge and the mobilization potential of vulnerable communities themselves.

Climate change will dramatically impact cities and other urban areas, especially those in coastal zones. The high incidence of hydro-meteorological and other disasters affecting urban areas, particularly in vulnerable regions, is a challenge to local officials and their communities in being prepared and proactive in addressing increasingly frequent and extreme climate change events.

To address these inter-related challenges of climate change adaptation and disaster risk reduction, Mercy Corps Indonesia was awarded funding by the USAID to undertake CADRE – The Stakeholder Coordination, Advocacy, Linkages and Engagement for Resilience (SCALE Resilience) as the leading agency . The overall goal of CADRE – SCALE Resilience program is to, “improve resiliency of populations in Indonesia that are vulnerable to natural hazards and impact of climate change through strengthening the capaprovinces and sub districts of government, civil society, and the private sector to reduce risks and adapt to climate change.”

In partnership with the Indonesian Society for Disaster Management (MPBI), the Urban and Regional Development Study (URDI) and an international research organization -Institute for Social and Environmental Transitions (ISET), Mercy Corps will have activities across a wide array of geographies including the provinces of West Sumatera, Lampung, and Maluku and the municipality of West Jakarta with focused in two sub districts of each area. Mercy Corps will work through secondary partnerships with a broad spectrum of actors including national, provincial, and sub districts government, universities and research institutions, local NGOs, and the private sector to experiment with a range of activities that will provide visible demonstration and documentation on how they collectively improve the ability to withstand, prepare for, and recover from the disaster risks and projected impacts of climate change.

The three main objectives of the CADRE – SCALE Resilience program are including:
1. The improved linkages between national-level government, provincial and district governments and communities, leading to more coordinated and inclusive planning for disaster risk reduction and climate change adaptation.
2. Government and vulnerable communities demonstrate improved awareness of specific risks from hazards and climate change
3. Targeted vulnerable communities have reduced their vulnerability to hazards and climate change impacts, by developing and implementing pilot projects in collaboration with local government

1. Project Officer
The Project Officer will work closely with Provincial Advisory Committees (PACs) or existing platform and Sub District Working Group (SDWGs) coordinators to organize and facilitate their activities to develop, plan, budget, and identify potential funding for participatory, local level, climate change resilience and DRR strategies;. The project officer will be required to work with a wide range of networking with provincial and sub districts stakeholders spanning civil society, private sector, local government, etc.

Qualifications:
* 3+ years of experience in Indonesia DRR or climate change initiatives and urban development;
* Has strong communication and leadership skill as well as community mobilization and advocacy;
* Proven familiar with participatory approaches & tools;
* Has capability in designing and implementing strategic plan – translating concept into practices’
* Experience in networking and project implementation, and documentation related to Indonesian climate change issues, and Indonesian government climate change initiatives and actors.
* BA/S or higher in environmental sciences, or similar field;
* Ability to communicate in English verbal and written preferred;
* Strong familiarity with Microsoft Word and Excel are mandatory.
* Candidate must be willing to work when required during evenings and weekends for travel to and/or meetings with provinces and sub districts networks.

This position will be as a temporary staff for 1 year.

ILFAD

PROGRAM SUMMARY:
In post-disaster environments, MFIs can serve as a critical and immediate vehicle to provide much needed financing for community members to repair damage to businesses, homes, and family assets, as well as deal with injury and trauma to family members. But MFIs themselves are affected by the same disasters that increase the vulnerability of their clients. Mercy Corps proposes to build on its pioneering approach following the Yogyakarta earthquake in 2006 to help key MFIs prepare for emergencies and provide stabilizing liquidity and product support immediately after disasters strike. This will allow disaster-affected MFI clients to access much-needed savings during that critical period, while enabling the MFI to expand lending in its community to support recovery efforts. As the short-term deposits are repaid after the crisis passes, they will form a long-term emergency liquidity facility for supporting MFIs following subsequent disasters. During
the 12-month program, tools and products specifically designed for lending during emergencies will be developed and rolled out to MFIs in the disaster-prone target areas of DKI Jakarta; Yogyakarta, Central Java; and Padang, West Sumatra. The learnings, emergency loan products, and initiation of an Indonesia Liquidity Facility After Disasters (ILFAD) that are developed through this program will provide an improved blueprint for future post-disaster financial access interventions, including disaster risk reduction activities that build resilience in the financial services sector, and will lay the groundwork for an expanded regional Emergency Liquidity Facility to scale microfinance services in disaster recovery.

1. ME Officer
The Monitoring & Evaluation Officer is a dynamic role on the ILFAD team reporting directly to the ILFAD Manager and supporting all ILFAD initiatives. This person is the champion for ensuring routine, streamlined monitoring that helps the program make program planning and management decisions. This person will not be the sole ‘keeper’ or ‘owner’ of data, but the champion and facilitator to ensure that everyone on the ILFAD team is tracking our progress to ensure maximum impact.
S/he will coordinate with external evaluators and consultants, and provide monitoring and evaluation technical guidance assistance to Mercy Corps and partner staff for ILFAD program. She/He has to make sure that M&E systems and data must be fully integrated with Mercy Corps’ nationwide M&E system, allowing us to track national objectives through common indicators to measure progress against the country strategy.
Qualifications:
* Requires a Diploma degree, at least three years working in a professional setting and at least two years’ experience with monitoring and evaluation;
* The candidate should be skilled in qualitative and quantitative M&E methodologies. The successful candidate must have an understanding of statistics, and be able to summarize, make generalizations and predictions from a large data set.
* Experience working with local NGOs or international NGO is preferred but not essential.
* Fluency in English verbal and written communication, organizational and prioritization skills are necessary.
* Computers skills with strong familiarity with Microsoft Word, Excel, and database systems such as Access are mandatory.
2. Program Officer
The ILFAD Program Officer will be responsible for all aspects of project implementation for the Mercy Corps Indonesia component of the ILFAD program in the target MFIs, working closely with the staffs of MICRA and Bank Andara including project socialization, assessment, community mobilization and implementation of training/capacity building activities for target MFI partners.
The Program Officer will also assist the ILFAD Program Manager in planning, design, monitoring and evaluation, coordination with other involved staff (communications, procurement, other program managers), and reporting.
Qualifications:
· Experience of working in banks, microfinance institutions, or private business is essential;
· Experience and/or interest in building relationships with regional business/financial networks, Microfinancance Institutions;
· Demonstrated experience and expertise in business development training;
· University degree in business, management, economics, or finance is preferred;
· Demonstrated ability to analyze Microfinance Institutions, assess needs and training skill is required;
· Must be proficient in report writing, filling, organizational skills, and computer skills (MS Office).
