Sr. Health Officer for the IRP Program

The American Red Crosshelps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies(IFRC) and works with Palang Merah Indonesia.

Following the completion of the Tsunami Recovery Program (TRP) in June 2010, American Red Cross is presently developing an Indonesia Recovery Program (IRP. The IRP Program will be focusing on four main areas: Water & Sanitation, Health, Disaster Management, and Organizational Development.

Therefore, the American Red Cross is currently seeking the Sr. Health Officer for the IRP Program to be based in Jakartawith 12 months fixed term contract:

Duties and Responsibilities:

Program Representation
- Assist in updating program management systems to enhance project accountability;
- Provide field assistance to the team conducting assessments, baselines and mid-term evaluations if required;
- Assist as required, to present program ideas, new proposals, or other documentation and carry out discussions on behalf of ARC.
- Conduct site visits to meet with partners and/or beneficiaries ;
- Support the preparation of program documentation and provide review of reports, assessments and studies as required;
- Attend meetings with partners, including local government, PMI INGOs GORI, as necessary; Represent the program on other occasions, as required,
- Any other programmatic responsibilities deemed appropriate and/or useful to the delegation, as determined by the Health Manager.

Program Administration and Development
- Support Health Manager to follow up program related issues with Health Division at PMI-NHQ (expense reports, transfer cash, documents approval…)
- Work with PMI NHQ to develop a QPR of the Wonogiri CBHFA Project and submitted to the Health Manager Review and provide feedback to the Wonogiri CBHFA Project baseline to assist the baseline report finalization.
- Provide technical support to PMI-NHQ to capture the learning from ARC program support and assist in updating their standardization and guidelines when required and requested.
- Undertake tasks and small projects as assigned by the Health Manager in order to support the management and success of American Red Cross health programs.

Project Research and Development
- Assist with desk and action research for the development of potential projects with PMI and partners
- Assist with assessments, analysis and preparation of required documentation needed for concept papers and/or proposals.
Project Design
- Provision of technical assistance, especially health related, and input to project design processes for envisaged new Indonesia long-term program.
- Support the development of the Annual Operations Plan for Program Unit.

Report requirements:
Monthly progress reports to Health Manager, quarterly analysis documentation to capture lessons and action oriented recommendations for the future.


Qualifications:

* Bachelor’s degree in public health, social sciences, rural development, or related field acceptable, though Master’s Degree in Public Health preferable;
* Minimum five years’ experience in project management, program development, design and implementation;
* Experience in the development sector, especially in the sectors of health, overall humanitarian and social development experience acceptable; Proposal Review and strategic planning experience especially advantageous Experience with logical frameworks and impact-oriented Monitoring, Evaluation and Reporting is an added advantage;
* Familiarity with Indonesian Red Cross operating environment is helpful;
* Self-motivated, able to work with professionals of different cultural and professional background, initiative and proactive attitude;
* Strong interpersonal facilitation and management skills.
* Able to prioritize, meet deadlines, and achieve results through collaboration;
* Must be flexible and adaptive to change; Computer proficient, especially in MS Office;
* Strong communication skills - fluent in English and Bahasa Indonesian.
