Team Leader, Indonesia Health Systems Strengthening

Cardno Emerging Markets USA, Ltd. (Cardno) is seeking candidates for the position of Team Leader for an anticipated AusAID-funded Health Systems Strengthening project in Indonesia. The position will be based in Jakarta, Indonesia. This national level program will work closely with the Ministry of Health, as well as other Indonesia Government agencies such as the Ministry of Finance, and Bappenas. The program will be partially harmonized with Global Fund Health Systems Strengthening support to Indonesia. The program will focus on providing technical assistance to improve health financing and health workforce quality supply and distribution, as well as to strengthen evidence-based policymaking and reach Indonesia’s poorest populations. The program will work with national and decentralized government structures as well as universities, research institutes, civil society organizations, and the Global Fund.

Specific Roles and Responsibilities


The Team Leader’s key role will be to ensure the effective and efficient operation of the program and delivery against expected program outputs. S/he will direct both full time staff in Jakarta, and short term consultants supporting the implementation of the program.

Key responsibilities will include:


• Overseeing all program planning and implementation in close collaboration with AusAID, Indonesian government, and other partners, including the Global Fund
• Serving as point of contact for AusAID and interfacing with AusAID on a proactive and regular basis
• Liaising and developing relationships with in-country counterparts and beneficiaries
• Coordinating closely with Cardno headquarters and program partner institutions
• Overseeing technical assistance, health policy network groups, grant project management and follow-up
• Ensuring regular project monitoring and evaluation and working with Cardno to troubleshoot and address program challenges and issues
• Timely reporting and quality assurance of program technical and financial deliverables and reports
• Ensuring that program activities meet client and stakeholder requirements, including client financial requirements
• Communicating effectively with all stakeholders and disseminating program results
• Supervising all program technical and administrative staff
• Engaging in effective advocacy with partners to foster support for improved health programming

Required Qualifications

Masters or PhD preferred in Public Health, Public Policy, Health Systems, Health Economics, or related field, or Bachelors degree with additional relevant experience

Significant technical understanding of health policy, health systems strengthening, or health financing; policy advocacy experience; and strong knowledge of the stakeholders and relevant institutional actors

At least 10 years of experience managing donor-funded health programs at the Team Leader level, experience working with AusAID in Indonesia preferred

Exceptional management experience required, preferably in managing complex activities involving the coordination of multiple program partner institutions

At least 10 years of relevant experience working with key systems, policy and program implementation issues with solid demonstrated experience working with high level government officials and stakeholders

Demonstrated capacity to establish robust financial systems and prepare high quality financial reports

Extensive knowledge of Indonesian health sector and context; recent reforms and pending policy issues; law and regulations affecting the health sector and system

Ability to coordinate and lead teams to meet objectives

Demonstrated ability to integrate environmental and or gender issues into development programs

Strong communication, writing, numeracy, analysis and networking skills

Fluency in English required; additional fluency in Bahasa Indonesia preferred
