Vacancies several position: Coordinator for Monitoring and evaluation, Insfrasturcture Audit and Financial Audit

The Education Partnership *Performance Oversight and Monitoring (POM) program,* an AusAID funded initiative, is seeking applications from well qualified candidates for its nation-wide education program. The focus is to monitor and evaluate the contribution of interventions to school and madrasah management and development. Some posts will be short term and as the project progresses some will be extended. All positions are for Indonesian citizens, ideally with a Master degree (or equivalent) and 10 years experiences some of which with programs funded by AusAID or similar donor organisation. Most require fluency and ability to write reports in English. Extensive Indonesia travel is required. Posts commence in late 2011 or early 2012.

Monitoring and Evaluation Coordinator (ME)*: Assist to collect and interpret field data on the status of basic education in remote and rural areas within Indonesia. Samples of data collection instruments used must be included with CV and explanations required as part of job interview.

Infrastructure Audit and Study Coordinator (IAS)*: Conduct and manage performance monitoring audits relating to school construction and other related studies. Relevant infrastructure/building, contract management and construction supervision experience required and knowledge of community-based project implementation.

Financial Audit Coordinator (FA)*: Coordinate and manage financial audits and support other audit tasks. Must have extensive experience in financial audit and accounting and skills in training teams to secure and analyze data and results.

*TERMS OF REFERENCE*

PERFORMANCE OVERSIGHT AND MONITORING (POM) CONTRACTOR INFRASTRUCTURE AUDIT & STUDY COORDINATOR

1. Background:

Australia will contribute AUD500 million through Australia’s Education Partnership with Indonesia (Education Partnership) as earmarked budget support, with targeted technical assistance and block grants to help strengthen government systems, delivered through four components:

1. Component 1 School Construction.
2. Component 2 School and District Management:
· Part I will assist MoNE develop, test and roll-out a national accreditation system for school principals and district officials;
· Part II will deliver interim school based management training for schools constructed with Australian-funds, and support local government management of schools, including those schools constructed under Component 1; and
· Part III will support nationwide short-term training of every school principal, treasurer and school/Madrasah committee representatives on management of school operational funds (BOS).
3. Component 3 Islamic School Accreditation.
4. Component 4 Analytical and Capacity Development Partnership.

GRM International Pty has been appointed Performance Oversight and Monitoring Contractor for the Education Partnership by AusAID on behalf of the Australian Government.

The Performance Oversight & Monitoring Contractor must provide rigorous monitoring of Australian funds flows, including assessing the timeliness and quality of program outputs, and the impact of each component against GOI education sector priorities in order to:
· inform views on the impact of Components 1, 2, 3 and 4;
· inform AusAID program implementation and strategic direction of Components 1, 2, 3 and 4;
· inform AusAID policy dialogue with the GoI on policy and program development; and
· provide AusAID with advice that its investment in the Education Partnership activity is protected and accountable, through monitoring and evaluation, financial and compliance audits and impact assessments.

The Infrastructure Audit and Study Coordinator is a locally-engaged member of the POM team.

2. Duration and location:

The position will be for a two year fixed term. The position is based initially at the offices of the contractor in Jakarta. If appropriate the position may be located at various times in the offices of the counterpart offices of the Government of Indonesia in Jakarta. Extensive travel will be required throughout Indonesia.

3. Counterparts:

The Infrastructure Audit and Study Coordinator will be expected to work closely and maintain effective working relationships with other staff, other program contractors and stakeholders, including AusAID and the Government of Indonesia.

4. Position description:

The purpose of this role is to:

1. Provide technical and administrative management and support to the Senior Infrastructure Specialist and the Contractor’s team in general.
2. Manage and coordinate the activities, inputs and outputs of audit and study teams.
3. Carry out audits and studies and prepare reports as directed.

5. Key roles and responsibilities:

1. Manage, coordinate and carry out various financial and compliance audits as directed.
2. Manage, coordinate and carry out analytical studies as directed.
3. Manage coordinate and carry out impact assessments as directed.
4. Coordinate with other program contractors to ensure that monitoring data is in accordance with the requirements of the program. Carry out checks to verify the data is timely and accurate.

The exception report is to describe the issue of concern; advice of its potential impact on the activity or the Program; and recommend actions to be taken to negate or minimise its impact on activity progress or on the Program.

7. Performance management:

The Infrastructure Audit and Study Coordinator reports to the Senior Infrastructure Specialist. The Infrastructure Audit and Study Coordinator is required to fully coordinate and liaise with the Operations Manager and Senior Monitoring and Evaluation Specialist as appropriate.

The Infrastructure Audit and Study Coordinator’s performance will be governed by the employment contract with GRM International.

8. Expected Outcome:

Accurate, timely and rigorous reporting of Australian investment in the Education Partnership, including assessment of the timeliness and quality of program outputs and the impact of the program against Government of Indonesia education sector priorities.

9. Required skills/experience (selection criteria):

The Infrastructure Audit and Study Coordinator is expected to have:
(a) Minimum of 10 years relevant infrastructure/building, contract management, and construction/supervision experience, in Indonesia. Experience in quantity surveying would be well regarded;
(b) Knowledge of community based construction and project implementation under a quality system and continuous improvement process;
(c) Experience in conducting field research to support the POM studies, particularly if in education and social sector development areas;
(d) Proven ability to communicate effectively at all levels both internal and external to the organisation;
(e) Proven ability to plan and schedule inputs and to produce effective outputs to achieve desired outcomes;
(f) Proven ability to coordinate and manage the logistics of field audit and research teams;
(g) Demonstrated management skills;
(h) Good communication and negotiation skills;
(i) Fluent in Bahasa Indonesia;
(j) Fluency in English is not essential but would be well regarded;
(k) Ability to write technical reports in English would be well regarded.
