Webmaster Consultant - Jakarta

KINERJA Project, a local governance program funded by USAID focusing on providing service delivery in the areas education, health and economic services is currently looking for Webmaster as consultant according to the scope of work below.

SOW – KINERJA WEBMASTER

Background:
The USAID-funded Local Governance Service Improvement Program (Kinerja) seeks to apply good governance incentives and innovations in public service delivery at the district and community level. It focuses on basic education, basic health care, mother and childcare, and one stop services to improve business licensing. Kinerja seeks to build on existing innovations and training packages developed by ministries, donors, and communities. It enriches them with complementary tailor-made governance interventions and establishes an environment for their replication. In building on existing innovations the Kinerja Program focuses on stimulating both demand for as well as enhancing capacities and mechanisms for improved public service
delivery in the health, education and economic development sector.

More specifically, Kinerja aims to encourage service delivery that (a) is effectively and efficiently managed by local government agencies operating at different levels of the education, health and business enabling system (district, sub-district, and school levels); and (b) has strong civil society agencies that effectively voice the aspirations of all stakeholders. The project seeks to promote local government management practices that are transparent, participatory, responsive and accountable (i.e., practices that are guided by principles of good governance). It encourages productive partnerships with civil society and work through various mechanisms such as social media technology.

Kinerja works with twenty districts in four provinces and identifies, tests, and documents a set of performance incentives and public service innovations that will improve the education of children and health of families and make it easier to open a local business. Governance aspects take up an important role in this. Kinerja envisions to establish a model of "good governance" in Indonesian local governments defined by measurable improvements.

The Kinerja Program is made up of a consortium of implementing partners (The Asia Foundation, Social Impact, Kemitraan, Gadjah Mada University and Smeru Research Institute) and is led by Research Triangle Institute (RTI International). The Kinerja Office is located in the BRI II building and currently manages programming in four provinces: Aceh, West Kalimantan, South Sulawesi and East Java.

The Kinerja Website is established to provide the interested public easy access to information related to the Kinerja project.

The Website will
• Store information about the Kinerja program, its vision, mission and activities.
• It will provide information on Kinerja supported activities, Kinerja progress, newspaper articles, publications, and other information about activities of Kinerja supported service providers and their support to local government performance,
• Provide information on upcoming events
• Provide information on grant application procedures
• Link to Kinerja Facebook and Twitter domains.
• Provide a domain related to LG good practices
• Include a special domain to store Monitoring Information related to Kinerja's progress.
• Host the publication database of the Local Government Support Program (LGSP)
• Provide Indonesia and English website version

The Kinerja website design has been finalized. It includes links to the program's managing organization, RTI International, and the Kinerja Consortium: The Asia Foundation, Gadjah Mada University, Kemitraan, Social Impact, and Smeru Research Institute. In time, the Kinerja website should link to other websites on good governance practice, including but not limited to, the MONE GPIN Website and Kinerja University Network.

With regard to the Monitoring Domain, a data bank design and user interface exists as a remnant of the LGSP project. However, there is need for a clear strategy to move forward in adapting and implementing the LG-Data Bank for Kinerja.

Tasks to be performed by the Webmaster

With guidance from the Kinerja project staff, the IT Officer, the Kinerja Monitoring and Evaluation (M&E) Team, the Webmaster will work to assist Kinerja by:

During its operation and routine operations:
• As needed, modifying the website and/or user interface design.
• Provide timely updates to the website, particularly
• As relevant, providing hand-over notes and/or training for database and database user interface.
• Suggest information technology enhancements for the Website. The computer software and hardware have already been chosen for running the LG-Data Bank. Additional software and hardware might accelerate the process of publishing and storing the desired information. The topics of data security, integrity, and back-up system should be addressed.

Deliverables:

1) Timely updates to the website, particularly events menu and events on the Kinerja front page.
2) Summary report (including detailed hand-over notes)
3) Transfer knowledge to Kinerja IT Officer for website administering purposes, including the database modification and documentation along the process. Each stage of deliverables mentioned above should involve Kinerja IT Officer.

In particular the following tasks need to be addressed together with the Kinerja IT staff and RTI Main Office:
• Monitoring performance and managing parameters to provide fast query responses to users and ensure that database information is always available to all users;
• Establishing users and monitoring user access and security;
• Controlling users' access permissions and privileges;
• Developing, managing and testing back-up and recovery plans (including creating log files and scheduling automatic database backups at regular intervals);
• Communicating regularly with technical, applications and operational staff to ensure database integrity, security, and usability;
• Introduce visitor count of website, include location (country) information;
• Providing database to SQL;
• Providing past event on website and able to sort per month. The result will plug in to calendar template;
• Providing website interface to add a link, database, text and all necessary, similar with cpanel.

Terms and Duration of Assignment

The consultant will be employed for a total of up to 60 days from October 2011 to 31 December 2011. Payment will be done based on the number of actual days worked. The contract includes project related travel in Indonesia.
