MCHIP Technical Team Leader Community Health in Jakarta

Save the Children partners with children, communities, local organizations and the government of Indonesia to transform the lives of Indonesia children and their families. Currently Save the Children has an immediate need for experienced staffs to be part of our Maternal and Child Health Integrated Program (MCHIP) Team and will be based in Jakarta.

MCHIP's global strategy is to accelerate the reduction of maternal, newborn, and child (MNCH) mortality in 30 USAID priority countries. In Indonesia MCHIP, a consortium led by JHPEGIO, aims to accelerate the reduction of maternal neonatal morbidity and mortality toward achievement of MDG's 4 and 5. The program objective is to increase utilization of quality district based integrated MNCH services, and practice of health maternal and neonatal behaviors. This project that runs through December 2012 will achieve its objective by improving practices at the community level, improving clinical services from along the home to hospital continuum and improving management of the district health system. MCHIP will work and within the districts of Bireuen, Kutai Timur and Serang. Save the Children is responsible for the technical on newborn health and community programs, as well as program implementation for District Bireun.

The position we are looking for is:

MCHIP Technical Team Leader Community Health - 1 post, based in Jakarta (code: TTLCom-Jkt)

The Technical Specialist for Community MNCH, based in Jakarta, reporting to the MCHIP COP, will be responsible for ensuring that MCHIP has a consistent approach and methodology for improving maternal and newborn practices at the community level, inclusive of; kangaroo mother care, integrated postnatal care, CCM and improved performance of community providers (bidan, dukun and kader). In addition the specialist will ensure that district teams have access to technical support required to implement community based program activities as per the MCHIP design.

Core Responsibilities:

1. In cooperation with the COP, ensure MCHIP has a consistent approach and methodology for improving maternal and newborn practices at the community level, inclusive of; kangaroo mother care, integrated postnatal care, CCM and improved performance of community providers.
2. Ensure district teams have the technical capacity required to support bidan, dukun, and kaders in implementation of community based services including CCM, PNC and KMC according to MCHIP guidance and approaches
3. Provide national and district project staff and partners with regular technical updates based on MCHIP global programs, Indonesia and global programs, lessons learned, best practices in relation to improving community based services and practices.
4. Participate in national level meetings and advocacy efforts to improve Ministry of Health policies in MCHN.
5. Conduct regular technical assistance visits to target districts (Bireun, Kutai Timur and Serang) to ensure activities are implemented according to project design and provide on-site coaching to district teams and other stakeholders.
6. Draft regular narrative progress and impact reports in terms of activities, implementation and progress against indicators and outcomes according to MCHIP requirements
7. Provide information as needed to District Project Manager and MCHIP Monitoring and Evaluation Officer on quarterly and annual community based indicators.
8. Support District Project Manager to maintain relationships with key district level stakeholders
9. Attend and provide key district level information for project and stakeholder meetings in Jakarta as requested

JOB REQUIREMENTS (Education, Experience and Skills):

* Doctor of Medicine, Midwife, Nurse, or Master of Public Health educational background
* At least 3 years work experience supporting strengthening of community based services with at least 2 years of working on a donor funded program
* Broad technical experience in health with proven experience in managing program using a capacity building development approach
* In depth knowledge of community mobilization methods for MNCH
* Knowledge of community based MNCH approaches including KMC, antenatal and post-natal care, and CCM
* Excellent training and facilitation skills
* Excellent written and spoken English and Bahasa Indonesia
* Demonstrated ability to write high quality reports and other project documents
* Strategic thinker with strong analytical capacity
* Proven ability to work in a multi-cultural team environment.
* High levels of self-motivation and initiative to start up new program component
* Strong strategic, planning skills, good inter-personal and supervisory skills
* Ability to work effectively as part of a multi-cultural and multi-disciplinary team
* Patience and flexibility
