Partner Relations Coordinator (Indonesian citizen)

The United States Peace Corps program in Indonesia seeks qualified and motivated candidates for the following positions in SURABAYA.

Position : Partner Relations Coordinator (Indonesian citizen)
Basic Salary: 116,373,611– annually
Location : Surabaya, Indonesia
Reports to Country Director

Peace Corps Indonesia is a U.S. government agency partnering with the Government of Indonesia in the areas of technical cooperation and cultural understanding between the two countries.
Peace Corps brings volunteers from the United States to work at Indonesian schools to assist in the development of English language instruction.

Peace Corps office is located in Surabaya and unfortunately Peace Corps cannot provide any assistance in moving to the area or temporary housing or with cost for coming to Surabaya for an interview.
Due to U.S. government regulations, the selected candidate will have to have a security background check before being able to start with Peace Corps.

Statement of work (SOW)
general description
Under the supervision of the Country Director, assists in assuring that relationships with Peace Corps partners, particularly Republic of Indonesia (RI) counterpart institutions at the national, provincial and local levels, are positive, proactive and open. The work includes handling and/or facilitating communication regarding the program and its Volunteers; organizing and contributing to our quarterly updates and annual reports for partners; and participating in regular and ad hoc meetings with partners to advocate for and represent Peace Corps Indonesia. Develops in-depth knowledge of our organizational mission and goals, our systems and procedures, and the work of our volunteers and staff to accurately respond to partner questions and to represent the organization. Assists in the development of new partnerships which advance the work of the organization and its volunteers. Assists with the registration and documentation of Volunteers with
relevant RI Ministries. Spearheads and coordinates public relations activities for Peace Corps Indonesia.

Major Duties and Responsibilities

Partners Relations

* Develops and manages a comprehensive and systematic approach to communication with our partners drawing upon all forms of communication including e-mail, phone calls, the Peace Corps Indonesia webpage, e-bulletins, social media, and regular mail to keep our partners informed of Peace Corps Indonesia news and activities
* Establishes protocols for informing partners regarding key information such as volunteer and trainee arrivals and departures and assuring that these protocols are followed
* Maintains and assures the quality of our partners database including Republic of Indonesia (RI) officials (including steering and working groups members), local and international NGO partners, media contacts, returned Peace Corps volunteers living in Indonesia, and service providers
* Drafts, edits and formats our quarterly updates and annual reports in English and Bahasa Indonesia and assures that these reports are developed, printed and distributed on time
* Responds to ad hoc requests for information from our partners regarding the program
* Drafts press releases and informational notices in Bahasa Indonesia and English for review by the Country Director; disseminates approved press releases and notices to media and partner agencies as appropriate
* Seeks out and alerts the Country Director to public relations opportunities and methods of ensuring wide dissemination of information regarding the Peace Corps Indonesia program and its volunteers’ activities
* Coordinates public events, especially in maintaining guest lists, coordinating protocol for invitations, and supporting any media involvement; assists the General Service Manager in logistical support for public events
* Collects and disseminates publications and broadcasts featuring Peace Corps Indonesia
* Serves as translator and assistant to the Country Director, particular in matters of protocol and public relations
* Through monitoring news, reading relevant government reports, and maintaining contact with Ministries, follows and researches all changes to laws and Ministries that may affect Peace Corps and its Volunteers. Informs and advises CD of all changes and steps to take to respond to changes.

Volunteer Support

* Provides advice and support to volunteers and trainees who have been asked by Peace Corps (or contacted on their own) to represent the organization with the media including but not limited to furnishing our fact sheet on Peace Corps Indonesia, partners updates, and other information to assist them to answer media questions
* Arranges for Volunteer participation at events with our partners to strengthen understanding of their work and interactions within their host communities
* Serves as a primary contact for providing information, guidance and assistance to partners regarding Peace Corps policies and procedures related to Volunteer service and helps to develop materials as needed
* Counsels Volunteers on social, cultural and workplace norms in Indonesia particularly as it relates to dealing with officials with our partner organizations


Meeting Support

* Provides support to the Country Director and the programming and training unit through the organization of regularly scheduled meetings (such as with our steering and working committees) and ad hoc meetings
* Drafts related correspondence and agendas for such forums
* Attends these meetings and serves as a translator as needed for American staff members and maintains the official record of these meetings
* Sets up a tracking system for any actions which come out of these meetings for which Peace Corps Indonesia is responsible and assures that deadlines or met
* Represents Peace Corps at meetings such as the International Volunteer Forum when the Country Director or Director for Programming and Training are not available

Volunteer Documentation

* Serves as support to and back-up to the General Services Assistant on the coordination of paperwork to ensure that Volunteers are properly documented with the Government of Indonesia; this includes obtaining and renewing visas, residency permits, identification cards, and any other documentation required by the Republic of Indonesia
* Assists with the follow-up on all documentation filed for Volunteer registration to ensure timely processing
* As assigned, explores options to facilitate processing of Volunteer and staff documentation; maintains close communication with other volunteer organizations to share best practices regarding registration procedures
* Assists in the development and revision of Volunteer support materials and resources.

Other
* Performs other duties as assigned according to Peace Corps Indonesia’s needs.

Safety and security support
- Provides safety and security support to Peace Corps Volunteers and staff and assists in MS 270 regulations compliance.
- Act as duty officer to support PCVs during emergencies on a 24/7 basis on a rotating schedule with other staff.

Level and effort
* Performs duties at assigned Post during a 40 hour work week. Will be required to travel on an overnight basis as needed to support Volunteers and coordinate with RI officials. May be required to work outside of or in addition to normally scheduled hours to support Volunteers and fulfill other post requirements. Participates in in-country or out-of-country trainings provided to PC staff.

Occasional Money holder
- The PSC may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the Contracting Officer. The PSC may also be required to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.

Work Experience Requirements and Qualifications
Experience:
Languages:Fluent in Bahasa Indonesian and English
Knowledge, Skills, and Abilities:
o Knowledge of the structure and operations of the Ministries of Foreign Affairs, BAPPENAs, and other ministries relevant to the work of Peace Corps
o Knowledge of Peace Corps’ philosophy, goals, and policies
o Organization skills and abilities, including the ability to maintain accurate and clear files
o Knowledge of local media and protocol
o Ability to use computers, including the Microsoft suite of software, and the ability to learn new programs
o Ability to act with diplomacy and tact with staff, Volunteers, Trainees, community members and members of government
o Demonstrated skill and experience as a translator in Bahasa Indonesia and English


Education Requirements
- University/college degree required in any subject.
