WATER/SANITATION FINANCING/GOVERNANCE ADVISOR & COMP. 3 TEAM LEADER

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services. The expected results to be achieved are: 2 million people in urban areas gain access to improved water supply; 200,000 people in urban areas gain access to improved sanitation facilities; and the per unit water cost paid by the poor in targeted areas decreases by at least 20%.

To achieve the above, assistance provided by the project is divided under three main technical components, including:
1. Mobilizing demand for water supply and sanitation service delivery;
2. Improving and expanding capacity for water and sanitation service delivery; and
3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.

RESPONSIBILITIES
The Water/Sanitation Financing/Governance Advisor & Comp. 3 Team Leader is a crucial member of the IUWASH management team, and will be responsible on creating the enabling environment for improved access to safe water and sanitation services, both internally by managing overall Component 3 activities as well as externally developing and maintaining excellent relationships and partnership/-collaboration with relevant stakeholders (National Government, Local Government, Local Parliament, as well as other governance/finance relevant projects). His/her responsibilities will include, but not be limited to, the following:

• Provide overall technical and strategic guidance for the development and implementation of Component 3 activities which are designed to improve the enabling environment for expanding water supply and sanitation services through: 1) strengthening the policy and political environment for more equitable expansion of water and sanitation services; and 2) mobilizing financing to support the equitable expansion of water and sanitation services. Specific activities include:
- improving the ability of local governments to plan, regulate, and monitor water and sanitation utility performance;
- improving the ability of service providers to garner political support for service improvement;
- assisting local governments in reforming policies and improving the financial profile of service providers;
- strengthening local government mechanisms to involve citizens;
- facilitating access to finance from public sources;
- supporting implementation of presidential decree 29/2009 to access commercial financing;
- exploring supplier credit for financing system rehabilitation and expansion; and
- mobilizing microfinance for improved access to water and sanitation.
• Develop Component 3 work plans and monitoring systems for target achievements and support Regional work plan development.
• Establish and maintain effective relationships with National project counterparts and stakeholders at all levels and maintain linkages with related projects and stakeholders;
• Act as the principal project representative to other agencies/projects on all matters related to Component 3 activities.
• Periodically travel to IUWASH regional offices and field locations to interact directly with stakeholders and provide technical guidance and support to regional Governance and Finance Specialists

QUALIFICATIONS
• At least a Masters Degree in public financing, regional development, business administration, or similar fields.
• At least ten years of general institution strengthening and partnership building expertise including a track record in effective institution strengthening, public policy development, public participation and partnership building with government at local and national levels.
• Proven experience in undertaking activities aimed at increased political support and access to financial resources for water and sanitation improvement.
• Demonstrated understanding of decentralized Indonesian governance
system including experience advising executive and legislative branches of local government in budgeting, planning, management of services and/or policy development.
• Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed
• Written and oral fluency in Bahasa Indonesia
• Strong English writing and speaking skills
