We are looking for consultatant to conduct endline project evaluation for ECD Project in Cianjur Selatan.

ToR for endline project evaluation:

I. PROJECT DESIGN

This project is supported by AWO International with Federal Ministry for Economic Cooperation and Development (BMZ). In beginning of project, IBU applied baseline survey to gain data for developing well measured program. Then, in mid-year of project, IBU team used KAP survey and MSC for evaluation. The effect of this change made the result could not be compared. This was one of AWO recommendation to use tools that implemented in baseline.

There is other change that related to evaluation. Since 2011, this project had improved the design and had 4th time of revisions. This revision aimed to improve implementation and strategy in achieving objective of project. Revisions of design mostly focused on activity and indicators. Although it did not change the basic design, it opened possibility to add or improve some tools for evaluation. Here is the last revision that used for end-line evaluation:

Impact:

More capable children

Outcome Indicators (Indicators for Use of Outputs and Outputs can be seen in the log-frame attachment)*

Outcome 1:

Children U5 yrs old gain better health status and better development task

Use of Output:

1.   Parent applied their skill and knowledge about parenting

Outputs:

1.   Improved community awareness on Early Child Development (ECD)
2.   Improved parenting knowledge and skill of parents and potential parents

1.    Minimum 85% of children U5 in 4 villages that enrolled in Posyandu have balanced weight
2.    Minimum 75% of 3-5 yrs old children in 4 villages that enrolled in PAUD showed fulfilled development task according to their age, including:

a.     Motoric development
b.     Cognitive development
c.     Social development
d.     Language development

Outcome 2:

Community benefit from Posyandu and PAUD operation

Use of Output:
-    Posyandu and PAUD institution in 4 villages operating in accordance to Madya state by excluding cadre criteria (Posyandu) and district guideline (PAUD)

Output:

-   Improved Posyandu and PAUD system in 4 village

1.     Minimum 50% of approximate HH (within a year) with children U5 in 4 villages had visited Posyandu on regular basis
2.     Minimum 50% of approximate HH (within a year) with 3-5 yrs old children in 4 villages had enrolled their children in PAUD on regular basis
3.     Minimum 90% of HH with children U5 that visited Posyandu and PAUD in 4 villages on regular basis demonstrated knowledge improvement of Posyandu and PAUD services

Outcome 3:

Support System in village level sustain PAUD and Posyandu system in 4 villages

Use of Outputs:

1.   Support System in village level have contributed to PAUD and Posyandu program development in each village
2.   Exchange between government, IBU/Support System I regularly taking place; the voice is heard by government

Outputs:

1.   Support System member identified and trained
2.   Forum between government (4 targeted villages, Pagelaran sub district, and or Cianjur district level) signed.

Minimum 50% (2 of villages) of support system in village level have minimum 1 year plan in supporting PAUD and Posyandu after recent project period finished

II.          EVALUATION PURPOSE

1.     To determine how well the project was designed and monitored against the objectives, and processes established in the project design document.
2.     To determine the impact and/or potential impact of the project until Outcome level
3.     To assess progress of program achievement
4.     To provide specific, actionable, and practical recommendations for focus on related key sectors during the next phase of project (2012-2014)

III.        METHODOLOGY

Mix between quantitative and qualitative methodology should be applied to evaluate the project using various research tools, such as

1.     Desk Review
2.     Questioner
3.     Interview
4.     Focus Group Discussion

IV.        TARGET of EVALUATION

4.1.Area

4 villages in Pagelaran Sub District – Cianjur District, West Java:
a.     Pangadegan village
b.     Kertaraharja village
c.     Karang Harja village
d.     Selagedang village

4.2.Sample Category

a.     Parents of children U5 that enrolled their children in PAUD and Posyandu
b.     Children U5 that enrolled in PAUD and Posyandu
c.     Posyandu and PAUD cadre
d.     CBO members
e.     Government: village, sub district, and district level

Village: Head of Village, PKK leader, BPD, and village midwife
Sub District: Head of Sub district, HIMPAUDI, PLS, Puskesmas
District: DHO, DEO, and BKBPP

V.              Timeframe

The end line project evaluation expected to be started from 15 February 2012, final report should be finished before end of March 2012
