Consultant for Program Redesigning

SurfAid International - Consultant for Program Redesigning

Community Based Heath Programme

Reporting to    : Programme Manager-Nias.
Start date        : 1 February 2012
Duration          : 2 months.
Based              : Nias, Indonesia.
 
SurfAid is a non-profit, International NGO, humanitarian aid organisation, based in Indonesia, and with support offices in New Zealand, the USA, and Australia. SurfAid has been operating in Indonesia for 10 years and has successfully implemented Community Based Health Programmes (CBHP), Malaria Prevention Programmes and Emergency Preparedness Programmes.
 
We are now seeking an expert in program design to provide Surfaid with assistance in the (re)designing community based Mother and Child Health Program. The Consultant should be fluent in Indonesian and English and have extensive experience in the Indonesian contact.

SurfAid is in the unique situation of been given the opportunity to redesign their programme during the project cycle. The general goal of program is to reduce maternal and children under 5 mortality and morbidity in Nias. The intervention of the programme should focus on strengthening the communities and government stake-holders capacities to improve health quality services through participatory approach.

1. Tasks

The general task for 2 months assignment is to support Nias Program team to develop re-design the project.

To achieve the above, the tasks include;

1. Strategic Plan Development.
Facilitate the process of strategic planning development, including developing log-frame, M&E framework, and an annual work-plan.
1. Baseline Data Development. Facilitate the process of baseline design and its implementation, including training to enumerators for survey, coaching/mentoring the process, baseline result analysis.

Outcome and milestones;
1. Program strategic planning.
2. Baseline data and its analysis.
3. Final project document/proposals based on strategic planning and baseline data analysis.
 
2. Methodology

The consultant/team which undertakes this assignment will be expected to complete all tasks outlined above as a two component of works that carried out in parallel; a) Strategic plan development and b) Baseline data development and its implementation.

The Nias team has suggested the following redesign steps (Your input is expected in step 2 to 5).

Step 1. Historical analysis – OUTCOME : 2 POTENTIAL TARGET AREAS for consideration, with cretiria.

* Analysis of Dinkes data
* Analysis of previous CBHP programme, especially the feedback from the Mid-term review.
* Assessment of lessons learned.
* Assessment of option, and identification of target area and target Puskesmas for the remainder of the CBHP 2 programme.

Step2. Situational Analysis – OUTCOME : FINAL TARGET AREA, contact analysis including root causes, blockages, and facilitating factors.

* Stakeholders consultation (Bappeda, Dinkes, Puskesmas, BPM, Community, Posyandu Kader, Religious Leaders, Mothers and other care-givers, Pregnant women, Father, etc.
* Review of outcomes fram analysis step 1, and finalization problem tree, components for objective and outcomes.
* Identification of general issues that will inform programme design and direction.

Step 3 A.Internal Strategic Workshop – OUTCOME : DRAFT PROGRAMME DESIGN

* Identify and prioritise key issues which have emerged from the Situational Analysis.
* Formulate program Objective and Goal
* Identify most appropriate potential interventions.
* Generate draft program design (with a consultant to facilitate input from Surfaid staff and management, and to be informed by the feedback from the Mid-term review).

Step 3 B. External Strategic Workshop : OUTCOME : AGREED PROGRAM DESIGN

* Liaise with stakeholder representative groups (Bappeda, Dinkes, Asst 3 Kesra, other government departments)
* Revise and Analys feedback on draft program design.

Step 4. Finalise Programme Design, OUTCOME ; DRAFT RESULT FRAMEWORK, BASELINE SURVEY, BASELINE RESULT, IMPLEMENTATION PLAN, BUDGET.

* Develop programme logframe
* Develop programme design
* Design and implementation of Baseline Survey, with input from MFAT and an appropriate consultant.
* Design and finalise M & E matrix
* Develop detailed programme implementation plan
* Develop and finalise revise program budget.

Step 5. Check and Review, OUTCOME : FINAL RESULT FRAMEWORK

* Ensure new programme design incorporates all feasible Mid-term Review recommendation.

Step 6. Submit all documents to MFAT (New Zealand’s Ministry of Foreign Affairs and Trade)

Step 7. Socialization/Launch, OUTCOME : JOINT OWNERSHIP OF THE PROGRAMME

* Sign MOU with key stakeholders (Bupati, Dinkes, Bappeda, etc)
* Establish programme steering committee
* Commence program inputs.

3. Duration and Location

The duration of the assignment is 2 months (expectation of the start date is February 1, 2012). It is anticipated that the consultant will spend the majority of the assignment in Nias (where the consultant will work very closely with the Programme Manager, Monitoring and Evaluation Officer and Training Officer).

4. Requirements

The consultant should have:
·         Master degree in public health/related field and has strong experienced in program design focus on mother child health issues ; (min 7 years)
·         Experience of Community Based Health Programmes; (min 7 years)
·         Understanding of social marketing and participatory approaches;
·         Good English (written and verbal).
·         Strong Bahasa Indonesia skill
