Finance Officer

Since 15 May 2009, Hivos is running the Indonesia Domestic Biogas Programme (IDBP), funded by the Dutch government. This programme is undertaken in close cooperation with SNV Netherlands Development organization.

The overall objective of the Indonesia Domestic Biogas Programme is to disseminate domestic bio-digesters as a local and sustainable energy source
through the development of a market oriented sector in selected provinces.

A Finance Officer (FO) will be recruited with the main responsibility for day to day activity in the finance and accounting administration. S/he works under the close guidance of the Programme Manager.

A. Responsibilities and tasks:
1. To assist IDBP Programme Manager in carrying out financial administration works in compliance with Hivos RO-SEA Finance Standard Operations
Guideline.
2. Manage IDBP Program Accounts, including checking and assessment of the programme budget based on documentation;
3. Set up accounting program systems as required by Hivos Head Office and other relevant (financial) management information systems;
4. Assist in developing Standard Operating Guidelines related to financial and accounting management;
5. Provide input for procedures in the Hivos Quality System on financial management;
6. Ensure adequate use of and manage the office accounting system in relation to IDBP;
7. Prepare annual programme audits and assist in case of office audit of the Southeast Asia Hivos Regional Office;
8. Prepare Annual Financial Reports, semi-annual forecasts and other financial reports as requested by the Programme Manager and/or required by the
IDBP contract;
9. Monitor the programme budget and provide a monthly expenditure status report to the Programme Manager;
10. Review work done by the Finance Assistant at NBPSO and the officers responsible for financial reporting at the PBPOs .
11. Review the monthly financial reports submitted by PBPO and provide feedback as needed;
12. Advice the Programme Manager and other IDBP staff on financial and accounting, internal control, risk management and other relevant matters;
13. Manage the cash flow of the programme;
14. Perform related functions as required

B. Qualifications
1. Experience in financial budgeting and reporting activities;
2. Good knowledge and experience in procurement and accounting procedures;
3. Proficiency in computer-based programs (MSOffice) and advance level in finance or accounting software;
4. Experience in financial management of development projects/programs on humanity related concerns;
5. Experience working with internationally-funded NGOs or similar agencies
6. Prior experience as Finance Supervisor / Officer / Manager preferably;
7. Experience in financial management of development projects/programs;
8. Able to work independently and take initiatives, but also be a team worker;
9. Good command of English.
