Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time positions for a project funded by the U.S. Agency for International Development (USAID), the Higher Education Leadership and Management (HELM) Project.
The primary objective of the HELM project is to assist the Ministry of Education and Culture in improving the quality of the Higher Education system. The HELM project will focus on supporting institutional improvements in financial management, general administration and leadership, quality assurances and collaboration with external stakeholders.
1. PROGRAM MONITORING AND EVALUATION SPECIALIST
Principle Duties and Responsibilities:
The M&E Specialist will be responsible for planning, performing and ensuring proper implementation of monitoring and evaluation (M&E) of the HELM project and its activities. Such monitoring and evaluation will include developing and updating of the project and annual monitoring and evaluation plans, data collection, reporting, analysis of monitoring and evaluating progress toward planned milestones, achievements and expected results, and regular reporting on such progress to diverse target audiences including USAID and ministry partners.
S/he will work with technical staff to ensure timely and consistent data collection and develop databases and spreadsheets to ensure data is readily available. The M&E Specialist will perform data analyses and/or create graphics to inform reporting requirements and project communications products. S/he will also plan for and supervise intermittent impact assessments, collect and disseminate lessons learned, and share successes during project implementation.
The M&E Specialist has the authority and the obligation to question and refer to the Chief of Party (COP) and Deputy Chief of Party (DCOP) any activity that does not appear to be in accordance with Chemonics, project or USAID policy, guidelines or standards.
Requirements:
Past experience working within, or supporting, Monitoring and Evaluation of education programs including monitoring of implementation and reporting on results as well as documenting program outcomes and impacts. Proven ability to utilize strong analytical, analysis, and research skills required. Experience working with USAID reporting systems strongly preferred.
Qualifications:
* Bachelor degree (B.A./B.S.) in relevant field required; Master's degree preferred
* Minimum 6 years' relevant experience developing and implementing M&E systems in a development context
* Experience in developing M&E systems for tertiary education development projects preferred but not required
* Experience with M&E/PMP systems for similar international implementers or organizations desired. Exposure to USAID's managing for results approach preferred
* Strong analytical skills and computer skills in Word, Excel, Access, and other programs required
* Ability to meet tight deadlines and prioritize effectively, to convey results to non-technical stakeholders, and to generate interest in the use of M&E results and help staff to make programmatic improvements desired
* Interest in working with a multi-cultural, international team in a dynamic and fast-paced environment
* Strong attention to detail, organizational and prioritization skills
* Ability to work both independently and in a team
* Strong verbal and written communication skills in English and Bahasa Indonesia
2. COMMUNICATION AND OUTREACH SPECIALIST
Principle duties and Responsibilities:
The Communications and Outreach Specialist is responsible for leading implementation of HELM’s communications and outreach in compliance with USAID guidance and regulations, including planning and implementation of communication and dissemination aspects of program activities. The specialist will manage the production of materials to achieve project goals, facilitate the project activities, and support the meeting of its overall objectives.
The Communications and Outreach Specialist will work closely with USAID, DIKTI, and project staff to support outreach to members of the higher education community, develop and implement a communications strategy and outreach plan, produce project success stories, and ensure timely project reporting.
Requirements:
Past experience developing communications and outreach plans for programs funded by USAID. Experience supporting outreach programs and events for educational institutions. Designing and implementing dissemination plans for education quality improvements, and publicize program events and activities. Strong links to media, includinginternet supported platforms. Will be required to prepare reports, briefs, and interact with media. Experience working with USAID reporting systems strongly preferred.
Qualifications:
* Bachelor degree (B.A./B.S.) in relevant field required; Master's degree preferred
* Minimum 6 years relevant experience, experience with USAID programs prefered
* Prior experience in one or more of the specific areas outlined above required
* Experience working with international development or international organizations preferred
* Demonstrated interest in working with a multi-cultural, international team in a dynamic and fast-paced environment
* Strong attention to detail, organizational and prioritization skills
* Ability to work both independently and in a team
* Strong verbal and written communication skills in English and Bahasa Indonesia
