Terms of Reference for Program Officer
Background and Purpose:
The International Catholic Migration Commission (ICMC) in partnership with Solidaritas Perempuan and Migrant Care is going to implement a 12 month EU funded program entitled “Strengthening the Capacity of Indonesian Civil Society Organizations (CSOs) to Promote the Protection of Migrant Workers and members of their Families”. The overall objective of the program is to promote the involvement of Indonesia CSOs in enhancing accountability of national authorities in the protection of migrant workers rights. The program is funded by the European Union (EIDHR) and will be implemented in 3 areas namely: Jakarta, Cianjur (West Java) and Blitar (East Java). The commencement date of the program is on 1 February 2012. The post is based in Jakarta and may require in-country travelling.
The expected results of the
program are:
1. CSOs activists and migrant workers
demonstrate increased advocacy, lobbying and normative drafting skills towards
the ratification of the International Convention on the Protection of the
Rights of All Migrant Workers and Members of their Families (ICRMW) and its
incorporation into national legislation
2. Increased
awareness among key stakeholders of the ICRMW and the rights of migrant
workers–Increased media coverage on various
migrant workers issues.
3. Enhanced capacity of CSOs and
individuals to monitor, report and responds to violations of rights of migrant
workers.
Work Assignments:
To achieve the expected results and objectives explained above, ICMC needs to engage with various stakeholders: migrant workers and their families, local and national governments, CSOs activists, journalists and member of parliaments. This will require a Program Officer who can work, establish, and maintain communication with the stakeholders.
Under the overall guidance and supervision of the Head of Office, the Program Officer will be responsible for the following:
1. Develop and deliver capacity building training module(s) for CSOs on advocacy, lobbying and legal drafting skills.
2. Develop and deliver mini training module(s) for village discussions to educate migrant workers and their families on the International Convention on the Protection of the Rights of All Migrant Worker and Members of their Families (ICRMW) and the rights of migrant workers.
3. Develop and finalize awareness raising materials on the ICRMS and the rights of migrant workers
4. Develop and deliver capacity building training module for journalists on ICRMW and the right of migrant workers.
5. Develop and deliver capacity building trainings module for CSOs on organizational, program and financial management.
6. Facilitate and lead the implementation of round table discussions, public seminars and workshops involving stakeholders.
7. Lead the process of revision and dissemination of ICMC “Do it yourself Kit on Strengthening Protection of Migrant Workers and their families with international Human Rights Treaties”.
8. Monitor the overall program compliance and provide technical assistance and advice to partner organizations.
9. Assist in the preparation of interim and final reports.
10. Perform such other duties as may be assigned.
Estimated Duration of Contract (Dates and period):
The contract for this position is expected to be of 12 months duration starting from February 1st, 2012 However, depending on the availability of funding and performance of the incumbent, the contract for this position can be extended.
Minimum Requirements for the
Position:
1. Indonesian National.
2. A Bachelor degree from a related major with minimum 4 years of relevant experience in policy advocacy, protection of migrant workers rights, public campaign, capacity building targeting CSOs and journalists and community mobilizations.
3. Experience in developing and delivering module for capacity building training for CSOs, journalists and governments.
4. Possess deep understanding on migrant workers rights protection, law making process and human trafficking.
5. Must be highly responsible and must be prepared to take initiatives.
6. Effective communication skills.
7. Good writing report skills.
8. Excellent Bahasa Indonesia Language oral and written communication skills.
9. Excellent English Language oral and written communication skills.
10. Proficiency in Microsoft Office including Word, Excel and Outlook.
11. Willing to work to serve and help marginalized people and groups from any ethnic groups.
12. Able to work under pressure, which includes multi-tasking often within a tight deadline.
13. Have the ability to work with minimum supervision and directions.
14. Willing and able to travel within the country
Remuneration:
Attractive compensation package will be provided depending on the experience and qualifications of the successful candidate.
