Position Status: 2-year fixed term contract, possibility of extension
Duty Base: Jakarta, with travels to regions in Indonesia
Start Date: Immediately

Scope of Work

SI's clients include public and private aid agencies, civil society organizations and governments at various levels.

SI provides a full range of innovative management consulting, technical assistance and training services to strengthen international development programs, organizations and personnel. SI works across sectors to reduce poverty; improve health, education and the lives of women and children; promote peace and democratic governance; strengthen civil society; foster economic growth; and protect the environment.


Objective:

The Monitoring and Evaluation Specialist will support KINERJA, a USAID-funded democracy and governance program which aims to contribute to good governance in Indonesia by strengthening integrity and accountability in government, and improving the delivery of public services by local governments in the areas of health, education, and business licensing. KINERJA is working in 20 districts in Nanggroe Aceh Darussalam, West Kalimantan, East Java, and South Sulawesi.


Accountability:

Report directly to the M&E Team Leader on technical and administrative issues.



Responsibilities:

·         Work with M&E Team Leader and the M&E Advisor to refine and implement the Performance Monitoring Plan (PMP), including collecting and verifying all data related to performance monitoring

·         Survey design related to  health, education, BEE, media and governance sectors

·         Coach KINERJA staff and relevant partners on PMP implementation and associated data collection and reporting

·         Train implementing partners on their role in M&E (e.g., tracking and reporting of relevant indicators) and perform quality control oversight

·         Undertake regular field visits to verify project performance and exercise quality control on data collection efforts related to KINERJA performance indicators

·         Assist the M&E Team leader in preparation of all M&E-related reporting and deliverables

·         Coordinate with KINERJA staff and partners on M&E-related issues



Qualifications:

·         Minimum 5 years of experience in monitoring and evaluation of donor-funded democracy and governance improvement projects;

·         Experience developing or applying indicators of complex political, economic, and/or social change

·         Experience in data collection;

·         Minimum S1/Bachelor degree in relevant field such as statistics, quantitative methods, political science, or public health,;

·         Strong team working and client relationship skills;

·         Demonstrated ability to write clear and concise technical documents in both English and Bahasa Indonesia;

·         Demonstrated ability to use Microsoft Office programs: Word, Excel, Powerpoint

·         Familiarity with research methods, statistics, and database and/or statistical software (SPSS or similar) highly desirable; and

·         Fluency in Bahasa Indonesia and high level of proficiency in English
