RTI International is now recruiting candidates for an anticipated AusAID funded program in Indonesia.
Position Description
The M&E Specialist will be an in-country short- or long-term position. S/he will be responsible for the development of the M&E Plan within four months of the project commencement, as well as overseeing its implementation. S/he will provide support to other stakeholders of the program to ensure ongoing relevance of the M&E framework.
Specific Duties
• Conducts an Evaluability Assessment of the program and its stakeholders, which includes reviewing: program logic; quality of data already produced by predecessing project; capacity of project team and partners; and project resources.
• Designs and oversees internal review and M&E activities and provides support to external M&E on the project’s activities.
• Ensures the M&E strategy incorporates a system-wide approach, is flexible and responsive and builds ownership amongst local stakeholders.
• Organizational / institutional assessment of partner organizations.
• Establish an M&E strategy that will be able to demonstrate impact on the Government of Indonesia’s policy processes and outcomes.
• Supervises and mentors the M&E Officers and provides technical assistance to other KSP staff, short-term advisors and partner organizations.
• Fosters links with other relevant programs and pursues opportunities for collaborative activities and provides technical assistance to other primary stakeholders.
• Development of simple and effective tools to be used by other organizations and institutions to monitor and/or evaluate on their own.
Core Competence
• Masters degree in social sciences, development, economics, ICT or related field and six years of relevant experience (OR Bachelor’s Degree and ten years of relevant experience).
• Demonstrated significant experience and understanding of contemporary approaches in the monitoring and evaluation for a large and complicated program.
• Demonstrated experience in designing and implementing M&E systems and tools in a multi- faceted program, conducting impact studies and case study development, as well as using Management Information Systems (MIS).
• Several years experience providing M&E technical assistance as part of international donor-funded projects applying international best practices; AusAID experience is a plus.
• Significant experience working with research institutes and universities as well as government bodies.
• Demonstrated experience in data collection using qualitative methodologies
• Experience with organizational and institutional assessment and supporting development and performance improvement mechanisms.
• Strong project management and team management experience
• Demonstrated ability to work well under pressure and in a politically sensitive environment.
• 5+ years experience working in Indonesia.
• Excellent communication and writing skills (oral and written) in English, including an ability to write high level technical reports and effectively using Bahasa Indonesia
