*Position: Senior Consultant for Mainstreaming Strategy of National Secretariat on Access to Justice*
*Contract Duration: 1 August to 31 December 2012*
*Duty Station: Jakarta
Under direct supervision of Director of Law and Human Rights of BAPPENAS
and close coordination with SAJI Project Manager and National Mainstreaming
Strategy Analyst, the Consultant holds responsibility to advise Directorate
of Law and Human Rights with strategic approach for 5 (five) ministries in
implementing and integrating the relevant Strategic action plan into their
activities and to provide recommendation on the strategic plan to engage
development partners, civil society organizations and public in the
mainstreaming efforts of the Strategy.
The consultant is required to undertake the following main tasks:
a. analyzing current initiatives/activities being implemented by the
5 (five) ministries and respective stakeholders such us government
ministries/agencies, selected local governments and non government agencies
as well as development partners which have strategic links to
accomplishment of the NSA2J goals; and
b. analyzing current findings and/or gaps from the previous works and
existing data to provide strategic advice on roles of the National
Secretariat of Access to Justice in facilitating coordination,
implementation, advocacy, monitoring and evaluation activities
c. Outreaching government officials, development partners and civil
society organization to ensure their participation in the mainstreaming
efforts of the Strategy into annual workplans/activities of selected
ministries/agencies at both national and sub-national levels.
The nature of the service is output based. However, in performing these
tasks the consultant should allocate at least 2 (two) days in one week of
his/her time to be present at the National Secretariat Office and/or
Directorate of Law and Human Rights - BAPPENAS. The consultant is also
expected to attend a series of meetings with government officials,
development partners and civil society organizations, travel to selected
provinces and be available on call for any advices that may be requested.
