FOUNDATION in affiliation with Yayasan Bakti Luhur  that operates from Bali and  having concern on children with different

Country Responsible
The
Country Responsible of the Liliane Foundation is responsible for developing and
implementing the programmes of the Liliane Foundation in his/her country. The
Country Responsible manages the staff of the national coordination team in a
motivating and inspiring way. His/her activities are guided by the mission and
vision of the Liliane Foundation and the approved country programme.

The main
tasks of the Country Responsible will be:
* Draws up the country programme and annual plan within the framework of the Liliane Foundation,on the basis of the contextual analysis
* Maintains contacts with relevant actors (government, NGOs, medical/social and educational institutions) to protect and represent the interests of children with disabilities. Ensures strengthening and, if necessary, expands the network
* Ensures a proper execution of the activities of the National Coordination Team by instructing and guiding the members in their duties
* Responsible for adequate staffing of the team
* Draws up a context analysis for the country, the country policy and annual plans
* Engaged in strengthening the quality of the partner organizations and mediators
* Responsible for entering into partnership agreements with local partner organizations
* Monitors the quality of the assistance programme in the country
* Presents cases of violations of the rights of the child with a disability to relevant actors in the network
* Reports periodically on the progress of work to the regional representative at the head office of LF
* Responsible for an annual independent financial audit
* Provides relevant information for the annual report and financial statements of Stichting Liliane Fonds
* Contributes to any evaluation and impact studies
* Submits solicited or unsolicited proposals for improving the programme or the process with the head office of LF
* Responsible for organizing visits by representatives / employees of the Liliane Foundation in the Netherlands (makes, among others, suggestions for the programme, informs partner organizations and mediators, arranges accommodation)
* Exchanges experiences and knowledge with National Coordinating Teams in other countries.
* Contributes to the programme and policy development of SLF worldwide

Qualification needed
for this position:

Program Responsible
The
Programme Responsible serves as right-hand of the Country Responsible and makes
a substantial contribution to the development and execution of one or more of
the four programmes of the Liliane Foundation.

The main tasks of the Program Responsible will be:
* Provides an important contribution to the formulation of the contextual analysis, the country programme and the annual plan
* Provides input to the Country Responsible for the annual budget planning
* Organizes - among others, based on the evaluation reports - trainings and workshops for partner organizations and mediators in the country.
* Screening/assessment of potential partner organizations and their mediator on their capacity
* Makes arrangements with the Partner Organizations on budgets and the implementation of the programmes for direct child assistance and capacity building projects
* Shares information on partner organizations and mediators with the Program Officer and advises him/her when assessing applications for direct child assistance and capacity building projects
* Formulates project proposals for external funding within the constraints of the programme and submit proposals for improvements with the Country Responsible regarding the programme or the process
* Monitors and evaluates the developments of partner organizations, mediators  based on the action plan, the quality assistance to the children and sustainability of capacity building projects
* Reports to the Country Responsible on performance relative to set targets, identifies where targets should be adjusted and provides input for the annual planning.
* Contributes to the implementation of recommendations resulting from evaluations and impact studies into the programmes
* Involved, at the request of the Country Responsible, in evaluation and impact studies.
* Exchanges experiences and knowledge with other National Coordinating Teams in the region.

Administration and Finance Officer
The
Administrative Officer acts on the one hand as a field worker in contact with
the mediators and the children to whom assistance is offered. On the other
hand, the administrative Officer evaluates and processes requests and justifications
of partner organizations/ mediators for direct child assistance and/or capacity
building projects within the team, under supervision of the Programme
Responsible.

The main tasks of the Administrative Officer will
be;
* Provides input to the Programme Responsible for the annual plan and annual budget planning
* Evaluates, verifies and processes applications and justifications from partner organizations/ mediators for direct child assistance and/or capacity building projects.
* Makes field visits if needed
* Organizes and contributes to training programmes for partner organizations / mediators.
* Ensures that payments reach the Head office and approves them.
* Provides written feedback to the partner organization/mediator on the application.
* Provides payments to the partner organization/ mediator
* Evaluates the capacity of partner organizations/mediators, on the basis of the action plans that were made and discusses these evaluations with the Programme Responsible.
* Monitors the assistance budget and reports on this to the Programme Responsible
* Provides management information to the Programme Responsible.
* Provides written feedback to the partner organization/mediator on the justification
* Reports to the Programme Responsible with respect to the realization of the plans of partner organizations
* Performs (unexpected) audits of partner organizations and mediators
* Creates, if desired, a financial action plan for the PO/mediator
* Writes on behalf of the Country Responsible periodic financial reports
* Communicates on behalf of the Country Responsible with the Head Office on financial issues
* Takes care of the financial administration of the NCT and the programme of the Liliane Foundation
* Draws up the annual budget
