ISEAN-Hivos-GF-R10-HIV/AIDS – Consultant/Consultant Group to Review, Validate, Edit and
Lay-out Operational Researches for Publication for the “Strengthening community systems to
reduce vulnerability to and impact of HIV infection on MSM and TG in Insular Southeast Asia”
(ISEAN-Hivos Program)

REQUEST FOR EXPRESSION OF INTEREST
In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN) and the Humanist
Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to
the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled
‘Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM
and TG in Insular Southeast Asia’, was approved by GFATM and contract for the grant was signed
on 6 October 2011. This grant has the main goal of reducing (a) the vulnerability and risks of MSM
and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia. It intends
to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs
and TGs.

The Hivos Principal Recipient-Program Management Unit (PR-PMU), is looking for a capable
technical consultant/consultant group to “Review, Validate, Edit and Lay-out Operational
Researches for Publication” for the ISEAN-Hivos Program (IHP). The consultant outputs will be
validated and published as reports based on the completed operational researches on MSM and
TG groups in Indonesia, Malaysia, Philippines and Timor Leste under the ISEAN-Hivos program.
Specifically, the following services that address the Grant’s requirements are expected to be
provided by the Consultant:
1. Review the completed operational research
2. Conduct consultation meetings with PR-PMU, the operational research authors and other
IHP partners to gather inputs for the documents for publication;
3. Verify the data included in report in coordination with the operational research authors;
4. Conduct technical editing (style and format) towards a document that will be used for layouting;
5. Lay-out the report/document for publication;
6. Conduct FGDs or similar to gather inputs on the draft documents for publication;
7. Make revisions on the draft documents based on discussion inputs;
8. Submit the revised product to the IHP PR-PMU for final review;
9. Conduct a canvas of publishers to determine costs of production;
10. Coordinate with publishers and monitor the printing of the reports;
11. Coordinate with the IHP PR-PMU as well as other IHP partners on activities related to the
tasks

Key Qualifications
1. Established expertise in the development communications and technical writing.
2. Ability to adjust writing style/outputs to suit target audiences.
3. Demonstrable track record in publications, preferably in the development sector/NGOs
4. Preferably with familiarity on HIV-AIDS, Global Fund Program and related topics;
5. Familiarity with the concerns of MSMs and TGs in the South East Asian context;
6. Preferably resident of South East Asia and with experience in working in one of the
ISEAN-Hivos countries (Indonesia, Malaysia Philippines, Timor Leste.
7. Fluency in written and spoken English. Preferably with working knowledge of at least one
language used in the ISEAN-Hivos countries (Indonesia, Malaysia, Philippines and Timor
Leste)

The selected consultant/group shall be engaged for 22 days between September 2nd week, 2012 to
October 3rd week, 2012. The target date for the task completion is by the October 19, 2012. An
Expression of Interest (EoI) Letter, together with the applicant’s organizational/professional profile
must be sent by September 7, 2012 to l.norella@hivos.or.id at 17:00 hrs. Jakarta Western
