REQUEST FOR CONSULTANTS TO FACILITATE
DRAFTING
LWR Indonesia Country Strategy
TERMS OF REFERENCE
I. Background
Lutheran World Relief Indonesia is a US-based international non for
profit relief and development organization working in Indonesia
following the devastating Asian tsunami of December 2004. LWR does not
directly implement programs rather works through a model of
accompaniment, supporting and developing the capacity of local partners
to target those most at need in remote and rural communities.
LWR operations are based on priority actions zones (PAZ). Its programs
focus across a number of sectors including agriculture and food
security, climate change adaptation and disaster risk reduction
(CCA/DRR), emergency response, health and livelihoods and water.
LWR Indonesia is in the process of developing a new Country Strategy for
its operations for 2013-2015. The Country Strategy will be designed to
provide context and direction for the LWR Indonesia program and will be
aligned with LWR's global new directions, Indonesia's MDG's
and Indonesia policies.
II. Purpose of Consultancy
The overall purpose of the country strategy planning consultancy is the
development of the LWR Indonesia country strategy plan for 2013-2015.
III. Scope of Work/Key Activities
The Consultant is expected to develop a detailed plan of activities that
should consider the following processes:
1. Facilitate an internal assessment on LWR Indonesia.
a. Review the LWR Indonesia program directions/strategies and
accomplishments or impacts since opening of the LWR Indonesia Office
including the geographic focus and sectoral priorities, target
population, impacts and key lessons learned through desk review,
workshop with LWR staff, and interviews with selected partners. (list of
organizations will be identified by LWR Indonesia).
b. Facilitate a comprehensive organization review through SWOT
analysis.
c. Desk review of both LWR Asia-Middle East and LWR global policies
pertaining to strategic direction, key focus sectors in the context of
the relief, development and emergency response paradigm in Indonesia
d. Review of current PAZ's and potential new PAZ's based on
specific set of parameters including poverty, partners, potential
donors, risk of disaster, MDG's for Indonesia and GOI 5-10 year
strategic direction etc
2. Facilitate a desk top review and stakeholder analysis.
a. Desk review and research for trend analysis on the major
socio-economic, environmental, political, etc. issues and concerns in
Indonesia and more specifically to the regions of geographic focus.
b. Mapping of INGOs operating in the PAZ's, including their
geographical focus and strategies and analyze potential for
replicability with LWR Indonesia.
c. Mapping of local NGOs in the PAZ's.
d. Conduct stakeholders' consultations through interviews with
government agencies, partner organizations and other local NGOs.
3. Facilitate a workshop with LWR staff in charting the directions
of LWR-Indonesia in line with the LWR global new directions, identifying
strategies to achieve the strategic choices and developing an action
plan to operationalize the strategic choices.
4. Write the strategy plan IN ENGLISH that should include details of
the processes undertaken, workshop proceedings and documentation, result
of partners and other stakeholders' consultations, etc in the format
requested by LWR Indonesia in no more than 10 pages (plus annexes if
necessary). The draft Strategic Plan should include the following:

It is encouraged that the activities be designed in a highly
participatory and consultative process, whenever feasible.
IV. Expected Deliverables and Timelines
The duration of the engagement shall be for a maximum period of four
weeks commencing in the second week of September 2012 with a first draft
of the strategic plan submitted to LWR Indonesia Office no later than
the 14 October 2012. The final completed document shall be due to LWR
Indonesia by 13 November 2012.

of LWR Indonesia in line with the LWR global new directions,
identifying strategies to achieve the strategic choices and developing
an action plan to operationalize the strategic choices.

IV. Budget and Terms of Payment
Budget for the engagement will be finalized based on negotiation between
LWR Indonesia and the consultant. The consultant is expected to include
in the proposal IN ENGLISH the total budget needed to complete the
activities and accomplish the objectives of the engagement (including
travel, transportation, food, allowances etc). The proposed budget
should cover the professional fees and the total amount will be subject
to applicable government tax.
V. Submission of proposal
All interested and qualified consultants should submit technical and
financial proposal describing how the TOR will be achieved, the
methodologies and approaches to be used, detailed work plan and
activities, duration and detailed budget based on the planned
activities. The applicants should also submit their CVs, names of
references, and a list of consultancy engagements undertaken. Please
