USAID IUWASH Job Vacancy - BCC ADVISOR COMPONENT 1 TEAM LEAD

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a
sixty-month program funded by the United States Agency for International
Development (USAID) and implemented under the leadership of DAI. IUWASH
works with government, the private sector, NGOs, community groups and other
stakeholders to improve access to safe water supply and sanitation in
Indonesia’s urban areas. The overall goal of IUWASH is to assist the
Government of Indonesia (GOI) in making significant progress in achieving
its safe water and sanitation Millennium Development Goal (MDG) targets by
expanding access to these services. The expected results to be achieved
are: 2 million people in urban areas gain access to improved water supply;
200,000 people in urban areas gain access to improved sanitation
facilities; and the per unit water cost paid by the poor in targeted areas
decreases by at least 20%. To achieve the above, assistance provided by the
project is divided under three main technical components, including:


1.     Mobilizing demand for water supply and sanitation service delivery;

2.     Improving and expanding capacity for water and sanitation service
delivery; and

3.     Strengthening policy and the financial enabling environment for
improved water supply and sanitation service delivery.



*Responsibilities:*

The BCC Advisor  / Component 1 Team Lead is a member of the IUWASH senior
management team and has responsibility for effective development and
implementation of all project activities aimed at mobilizing demand for
water supply and sanitation services. His/Her responsibilities include, but
are not limited to, the following:

·         Provide overall technical and strategic guidance in the
implementation of project demand mobilization activities. Among others,
these include:

-       Behavior change communications (BCC) activities;

-       Programs to improve community participation in system planning and
operations;

-       Media relations activities to support program advocacy;

-       Training of journalists, service providers, local government and
civil society organizations (CSOs);

-       Implementation of pilot activities and scaling up of successful
pilots; etc.

·         Support workplan development by providing inputs on activities
under Component 1.
·         Ensure that the project has access to and employs
start-of-the-art techniques, materials and approaches for demand
mobilization through engagement of
      customers, journalists, service providers, local government, and
other stakeholders and civil society organizations.
·         Develop and oversee programs for providing staff working on
Component 1 activities, especially in regional offices, with appropriate
levels of training, support,
      guidance, and supervision.
·         Develop and maintain systems for tracking the progress of tasks,
activities, deliverables and impacts under the Component. This includes the
establishment of
       clear and relevant baseline data and systems for regular updating.

·         Create scopes of work for and monitor the performance of
long-term and short-term technical assistants assigned to Component 1
activities.
·         Establish and maintain effective relationships with national
counterparts and stakeholders at all levels and maintain linkages with
related projects and
      stakeholders.

·         Where relevant, assist in project financial planning and
managerial and administrative reviews.

·         Ensure strong programmatic linkages and cooperation with other
project components.

·         Support Chief of Party in the management of Component
subcontractors, including staff planning, developing scope of works,
program monitoring.

·         Act as the principal project representative to other
agencies/projects on all matters related to Component 1 activities.



*Deliverables*

1.     Component inputs into IUWASH bi-weekly, quarterly, annual and final
reports as well as annual workplans

2.     Occasional articles, reports, publications and/or essays
highlighting IUWASH achievements or issues of interest to IUWASH or USAID.

*Posting & Reporting Relationships*

The BCC Advisor / Component 1 Team Leader will be based in the IUWASH
National office in Jakarta and periodically visit IUWASH regional locations
to directly support project activities as well as interact directly with
local and national stakeholders.  S/he can be requested by DAI to travel
outside Indonesia for official duties. The BCC Advisor / Component 1 Team
Leader will report directly to the IUWASH Chief of Party for all daily
activities. S/he will directly supervise 3 long-term local staff based in
Jakarta and provide technical guidance to five BCC Specialists based in
each of the 5 IUWASH Regional offices.



*Qualifications*

·         At least ten years of behavior change communication experience,
especially related to current Indonesian hygiene and sanitation context.
·         Proven experience in undertaking activities aimed at empowering
poor urban communities and individuals including organizing civil society
groups or
      community based organizations for improved access to safe drinking
water, sanitation and hygiene.

·         At least a Masters Degree in environmental health, public health,
communications, or behavioral research.

·         Strong communication skills, both interpersonal and written, to
fulfill the technical and managerial responsibilities proposed.

·         Working experience in developing countries; experience in
Indonesia preferred.

·         Strong English writing and speaking skills.
