Position : Accountability and Media Specialist
Duty Station : Jakarta

General Description of Position

The Accountability and Media Specialist will support local NGOs and
media organizations to measure service delivery outputs at the city and
regency or service unit level and use this data to inform, monitor,
lobby and advocate for better local government services. Using existing
tools and mechanisms as well as exploring new opportunities, she/he will
facilitate their interaction with media outlets to publicize service
delivery data as a way of creating positive publicity for better
performing cities and regencies and negative publicity for those with
service delivery deficits, thus fostering intergovernmental competition.

Duties and Responsibilities

• Identify potentially successful media channels (e.g. SMS dash
boards, facebook, blogs, community journalism, community radio, etc) to
be applied under the various conditions available in Kinerja districts
and cities for citizen service delivery information and oversight.

• Support local CSOs and media organizations to measure and
monitor service delivery outputs at the district and service unit level
and advocate for better local government services.

• Develop capacity of local media in developing their core
functions including information sharing, citizen articulation, and
non-partisan analysis.

• Support the interaction and exchange of Autonomy Award Programs
(e.g. JPIP, FIPO, PP) to improve the quality of applied research and the
coverage and dissemination of recommendations on good practices.

• Support district based staff to develop media events, call-in
shows and investigative reporting to cover service delivery issues as
well as being in charge of a program on using mobile and interactive
media to capture civil society input.

• Assist with the development of materials, training programs
and technical expertise with subject areas in demand by local
governments, civil society organizations or local councils.

• Identify and support service providers and local organizations
in developing grant proposals and oversee grant activities.

· Support the establishment or strengthen existing
local/district Information and Documentation Management Officials
(PPID/Pejabat Pengelola Informasi dan Dokumentasi) as the implementation
of Public Information Transparency (KIP) Bill ; including providing
technical support for the PPID to function as local complaint handling
mechanism

This position reports to the Governance Advisor.

Qualifications required

• Master degree plus 10 years or Bachelors degree plus 15
years relevant experience.

• In-depth knowledge on the use of modern technology for
empowering people such as the community radio and internet technology as
instruments, or community –based media networks and LG strategic
planning.

· Creativity in designing media campaigns, media events and use
of social media.

• Indonesian and English fluency required.

• Strong oral/written communication skills and ability to
communicate at multiple levels in the organization.

• Strong planning, organization and problem solving skills.

• Strong presentation and facilitation skills.

• Ability to build effective relationships with all
clients, peers, and stakeholders

• Ability to work hands-on, independently, and within team
in difficult work environment
