Background Information -
Job-specific
Under the overall guidance and
direct supervision of the Team Leader and UNOPS IDPC Project Centre Manager
s/he shall give his/her technical expertise as required to provide requested
inputs. The input may be carried out on site in Papua, in IDPC office in
Jakarta or remotely. The combination thereof will be as agreed and approved by
the Project Centre Manager.
Specific tasks may include but not be limited to the below described project:
The Rapidly Expanding Access to Care for HIV in Tanah Papua Program (REACH) is
a technical assistance program in the area of HIV care, support and treatment
(CST). The end of program goal is increased access to and increased number of
people on HIV-related care and treatment in Papua and West Papua, Indonesia’s
two highest HIV prevalence provinces. In order to achieve the objectives of
REACH, the Clinton Health Access Initiative (CHAI) works with AusAID and
partners to support a rapid scale up of the Indonesian Ministry of Health’s
(MoH) national Care, Support and Treatment Program in Tanah Papua.
UNOPS- will undertake to carry out an Infrastructure Needs Assessment of
Puskesmas (PKMs) in Papua according to the functional requirements of the PKMs.
The areas that are to be investigated are Buildings upgrade, water supply,
waste management, IT requirements and electricity requirements.
Functional Responsibilities
The main role and responsibility
of the Assessment Engineer would be to:
· Carry out the site assessments as per the guidance and
requirement established by the Team Leader to identify the current situation,
needs in Buildings upgrade, water supply, waste management, IT requirements and
electricity requirements.
· Represent UNOPS in
discussions with Stakeholders relating to the assigned site to understand the
site specific requirements.
· Collating all
relevant, important and site specific information in the format agreed with the
Team Leader, so as to facilitate achievement of the assessment objective
· Make available to UNOPS all data (including
photographs, discussion minutes) collected on each site in an order and manner
that is easily comprehensible upon completion of the site assessments (weekly)
· Provide support/response/clarification to the TL for
the preparation of the final report.
· Provide assistance in deriving on a preliminary
estimate for the identified works.
· Perform other relatedduties as required.
The above role will
be carried out by being available in Jakarta for discussions at the start and
end of the assignment and in various places in Papua for 4 weeks continuously
for the assessments. The exact locations are unknown at this stage and will be
determined later.

Skills:
· Familiarity and advanced user of software such as
AUTOCAD, MS Office and other relevant software
· Ability to take site measurements.
· Previous experience with site assessments.
· To be able to work under pressure and challenging
situations.
Education/Experience/Language requirements
· Bachelor of Science in Civil Engineering or
Architecture.
· A minimum of 5 years relevant construction experience.
· Previous experience working with UN or developmental/humanitarian
agencies would be an advantage.
· Fluency in English and Bahasa required.
