Vacancies at Chemonics HELM Project

Chemonics International, a global international development consulting firm
(www.chemonics.com) seeks qualified Indonesian specialists for the USAID
Higher Education Leadership and Management (HELM) project in Indonesia.
HELM is a five-year project aiming to improve the academic performance of
Indonesia’s higher education sector through analytical support for
strategic planning, policy analysis, and capacity development approaches
for effective implementation of key reforms throughout Indonesia’s higher
education sector. We are looking for individuals who have a passion for

*1.       **Quality Assurance Assistant*

Responsible for planning and implementing quality assurance activities and
continuing improvement assessments with HELM higher education institution
partners. Collaborate closely with USAID, DIKTI, BAN PT, and higher
education institutions to support coordination and overall partnership
success.



*Qualifications*

·         B.A./B.S. in relevant field required, Master’s degree preferred.

·         Minimum 5 years’ experience with higher education, quality
assurance programs and administration strongly preferred.

·         Past experience developing and managing relationships between
Indonesian universities and regional and international universities or
academic bodies strongly preferred.

·         Strong experience with Word processing (Microsoft Word),
spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.

·         Strong verbal and written communication skills in English and
Bahasa Indonesia required.



*2.       **Higher Education Leadership and Management Assistant*

Responsible for planning and implementing leadership and administration
capacity development activities with HELM higher education institution
partner.  Collaborate closely with USAID, DIKTI, BAN PT, and higher
education institutions to support outreach to members of the higher
education community, develop and implement an effective strategy and to
produce effective leadership teams.



*Qualifications*

·         B.A./B.S. in relevant field required, Master’s degree preferred.

·         Minimum 5 years’ experience with higher education, leadership and
management, including administration strongly preferred.

·         Past experience developing and managing relationships between
Indonesian universities and regional and international universities or
academic bodies strongly preferred.

·         Strong experience with Word processing (Microsoft Word),
spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.

·         Strong verbal and written communication skills in English and
Bahasa Indonesia required.



*3.       **Higher Education Financial Management Assistant*

Responsible for providing relevant research, analysis, and expertise to
higher education institutional financial management, including creation and
implementation of funding policies; drafting reports that summarize
assessment findings and implementing training activities for a variety of
audiences including USAID, higher education institution partners, and GOI
officials.



*Qualifications*

·         B.A./B.S. in relevant field required, Master’s degree preferred.

·         Minimum 5 years’ experience with education finance. Experience
with Higher Education finance including University budgeting and student
financial assistance, scholarships and loans strongly preferred.

·         Past experience developing and managing relationships between
Indonesian universities and regional and international universities or
academic bodies strongly preferred.

·         Strong experience with Word processing (Microsoft Word),
spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.

·         Strong verbal and written communication skills in English and
Bahasa Indonesia required.



*4.       **University Collaboration Assistant*

Responsible for managing project documentation, including communications,
correspondence, and training materials. Provide support to HELM partner
higher education institutions implement workshops and knowledge sharing
events to encourage private sector participation, liaising with business
leaders to cultivate interest in supporting the higher education sector.

*Qualifications*

·         B.A./B.S. in relevant field required, Master’s degree preferred.

·         Minimum 3 years of relevant experience in Higher Education.
Public-private partnership experience strongly preferred.

·         Prior professional experience with international donor or NGO
organization strongly preferred.

·         Familiarity with Indonesian higher education system preferred.

·         Strong experience with Word processing (Microsoft Word),
spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.

·         Strong verbal and written communication skills in English and
Bahasa Indonesia required.



*5.       **Subcontract Assistant*

Manage of all local subcontracts awarded by the HELM project, ensuring that
subcontracts are in compliance with USAID regulations and Chemonics
policies. (1) establish eligibility of potential local subcontractors, (2)
support the selection panel in the awarding of subcontracts in a timely
fashion, (3) oversee the effective and timely implementation of the
subcontractor’s program, (4) ensure that all activities and their results
are properly reported in accordance with the subcontractor agreements.

·         B.A./B.S. in relevant field required, Master’s degree preferred.

·         Minimum 5 years of relevant experience with international donor
or NGO strongly preferred.

·         Prior experience in grants and subcontracts management and/or
procurements required.

·         Strong experience with Word processing (Microsoft Word),
spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.

·         Strong verbal and written communication skills in English and
Bahasa Indonesia required.



*6.       **Training Assistant*

Assist in the management, design arrangement, execution, and reporting of
training programs and other capacity development activities and events that
are carried out or supported by HELM.  Ensure short-term training events
meet organizational and administrative quality goals, including all record
keeping, data on participants and bills from vendors are complete.



*Qualifications*

·         B.A./B.S. in relevant field required, Master’s degree preferred.

·         Minimum 5 years of relevant experience with international donor
or NGO strongly preferred.

·         Prior experience in recruitment of training providers, events
management, and facilitation of training activities required.

·         Familiarity with Indonesian higher education system preferred.

·         Strong experience with Word processing (Microsoft Word),
spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.

·         Strong verbal and written communication skills in English and
Bahasa Indonesia required.



*7.       **Communications Assistant*

Support outreach to members of the higher education community, develop and
implement a communications strategy and outreach plan, produce project
success stories, and ensure timely project reporting. Compile, write, and
edit technical reports and deliverables for USAID, as well as
correspondence and internal project written materials in both English and
Bahasa Indonesia.

·         B.A./B.S. in English, journalism, or relevant field required,
Master’s degree preferred.

·         Minimum 5 years of relevant experience with communication and
outreach for international donor or NGO strongly preferred.

·         Familiarity with Indonesian higher education system preferred.

·         Strong verbal and written communication skills in English and
Bahasa Indonesia required.



*8.       **Bookkeeper*

Plan, manage and implement all aspects of the project accounting system and
for maintaining an accounting database. Collect and record all information
that will facilitate project financial documentation and records. Prepare
documentation for all payment transactions (except payment mobile phones,
office telephone and electricity), including but not limited to vouchers,
checks and transfer forms.



Qualifications

·         B.A./B.S. in Accounting or relevant field required.

·         Minimum 3 years of relevant experience as bookkeeper or financial
officer with international donor or NGO strongly preferred.

·         Proficiency in Microsoft Office software including Microsoft
Excel, Access, and Word. Also, experience with accounting software programs
such as QuickBooks required.

·         Knowledge of USAID policies, procedures, rules and regulations
preferred.

·         Strong verbal and written communication skills in English and
Bahasa Indonesia required.



*9.       **Translator/Interpreter*

Responsible for translating internal and official documents for the HELM
project from English into Bahasa Indonesia, and from Bahasa Indonesia into
English, including GOI laws and regulations, official project
correspondence, reports, news, press releases, presentations, and other
project-related documents, as well as providing consecutive and
simultaneous interpretation (both oral and written) as needed at meetings,
trainings, and other events.



Qualifications

·         B.A./B.S. in relevant field required, Master’s degree preferred.

·         Minimum 3 years of relevant experience interpreting and
translating higher education or national government language required.

·         3 years relevant experience with international donor or NGO
strongly preferred.

·         Prior experience providing interpretation and translation
services for recruitment, events management, training activities required.

·         Strong experience with Word processing (Microsoft Word),
spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.

·         Strong verbal and written communication skills in English and
Bahasa Indonesia required.
