 II. Background Information
The project
“Technical Support  to Rehabilitation and Reconstruction Completion and
Continuation Coordination” (TS-R2C3) is a transformation of the
“Technical  Assistance to BRR” (TA to BRR) designed to support the GOI
through Bappenas in coordination of continuing reconstruction activities post
BRR closure in April 2009, that has been extended to December 2012. This
project is an extension of the previous Phase I and II of TA to BRR Project
2008 – 2009. Phase I focused on supporting BRR’s technical capacity
requirements during its institutional evolution, while Phase II supported the
agency’s requirements for technical capacity during its final year of operation
to conclude its mandate effectively and accountably. During Phase III, TS-R2C3
will supplement the technical and operational capacity of BAPPENAS to fulfil
its mandate of coordinating national and international resources, planning and
monitoring the rehabilitation and reconstruction activities in Aceh and Nias.
The TS-R2C3
immediate development objective is to “strengthen the capacity of GOI national
and local government agencies to manage and implement gender sensitive, pre and
post-disaster recovery planning processes and practices based on disaster risk
reduction principles”. The TS -R2C3 project will be implemented in the period
of 2010-2012 by the National Development Planning Agency (Bappenas) and will
engage a strategic partnership with GOI agencies at the national, provincial
and district levels with support from UNDP.

The Phase III of the Technical Assistance to Rehabilitation and
Reconstruction Completion and Continued Coordination (TS to R2C3) project is now entering to the
final year of its implementation. The request for amendment of the project
timeframe from 30 June 2012 to 31 December 2012 has been approved by MDF in
January 2012. The need to extend the project is based on the continued
relevance and importance of the ongoing activities for Phase III, and the need
to strengthen and consolidate the current efforts. The focus of the extension
is on strengthening the support to BAPPENAS to fulfil its responsibilities
outlined in the Continuation of Reconstruction Activities for Aceh and Nias
2010 – 2012 Action Plan. During 2011, TS to R2C3 has observed a variety of
complex challenges and increasingly high demands for support from the remaining
21 foreign grants/loan funded projects. Given this, it was determined that
current strategies and efforts need to be accelerated especially in light of
the approaching deadline of the MDF closure in 2012.
With
the planned closure of the project, the exit strategy aims to strengthen
government capacities for planning, budgeting, programming and implementation.
To support the replication of good practices and lessons learned, the project is
seeking to actively capture knowledge generated and share the results with
policy makers, planners and development specialists.
III. Objectives of Assignment
This consultancy is a short term assignment
to extract,
analyse, document, and disseminate good practices and lessons learned
(knowledge product) concerning the  Management of Asset ex rehabilitation and reconstruction in Aceh - Nias,
for the improvement of future recovery asset management system in transitional
and development settings.
IV. Scope of work
Under the direct supervision of the National Project Manager TS-R2C3 and
in close collaboration with the Bappenas and project’s stakeholders (Bappeda
Aceh, Bappeda North Sumatera, and Ministry of Public Works, MDF), the consultant should develop the main
deliverables as follows:
Documenting the good practices and lessons
learned on asset management ex rehabilitation and reconstruction in Aceh
province and Nias island.  
To achieve the expected result and deliverables,
the Consultant will perform the duties with detailed scope of work as follow:
1.       Desk
Review:
Review the existing
documents that provide information on the current project status. Review the
relevance, effectiveness, feasibility and sustainability of relevant project
knowledge to be disseminated as knowledge products or through
workshop/seminars.  Documents to be
reviewed might include but not limited to:
·         Governor
regulation related to Action Plan Aceh Nias 2010-2012;
* Project Document of TS-R2C3;
* Quarterly Donor Reports of TS-R2C3 Project;
* BRR Report
* Tsunami Recovery Indicator Packages (TRIP) 1-4
* RANDatabase reports
* Activities report, LoA report;
* Mass Media News and Articles on Assets Management
* Relevant documents produced by the project (Government policy/regulations, planning documents, public awareness strategy, etc), implementing partners, and government counterparts

2.              Finalisation
of Instrument for analysis
Prepare
the Quantitative & Qualitative instruments:
·         Review
and finalise the Questionnaire
·         Review
and finalise the TOR for FGD
·         Review
and finalise FGDs report.

3.              Interviews & FGD
a.    Interviews and conduct FGD to obtain more detailed information from:
* Bappenas - KPKRR, Bappeda Aceh, Bappeda North Sumatera, MoPW
* District/municipal Bappeda in Aceh Nias Islands
* Other related stakeholders and implementing partners (line ministries (MoF, MoHA), local government, development partners such as UN Agencies, INGOs, and Donors, etc.)
* Programme and Project Staffs – TS-R2C3Team Member in Bappenas and CPRU
b.    Review,
analyse, and finalise FGDs report.

4.       Document
writing
Compile and analyse all information gathered from desk review,
interview, and FGDs in a consolidated final draft of report in a format that
shall be consulted with the supervisor.  The
report should consist of lessons learned and policy recommendation in relation
with the recovery asset management.
5.              Submission and presentation of 1st draft
·         Review the 1st draft of
reportand submitted to UNDP
·         Presentation the draft to UNDP and Bappenas and collect feedback.
6.              Finalisation and Submission of final draft of the Report.
7.              Knowledge
Dissemination – National Seminar.
Support the project in organizing and facilitating the knowledge product
and information dissemination activities (through national seminars, press
releases, publication of good practices from the implementation of Aceh-Nias
Recovery Asset Management.
V.
Requirements

•        Strong network with national and local government, donors, NGOs, CSOs,
and community
•        Strong planning, research and management skills
•        Advance writing skill in Bahasa Indonesia and English
•        Familiarity in-depth interview technique
•        Advance proficiency in operating Microsoft office applications
•        Strong analytical skills.
•        Experience in working with government agencies (central and local),
civil society organizations and international organizations are asset.
•        Good interpersonal and cross-cultural communication skills
•        Ability to work efficiently and independently under pressure, handle
multitasking situations with strong delivery orientation
•        A good team player committed to enhancing and bring additional value to
the work of the team as a whole
•        Excellent coordination and facilitation skills
•        Ability to work individually with minimum supervision
·       Knowledge of Recovery Process in Aceh - Nias is
an asset.
VI. Recruitment Qualifications
Education:  Master Degree in Economics, Development, Management,  and/or other relevant field;
Experience: Minimum 10 (ten) years professional
experience in research, writing, asset and financial management;Experience in
formulating draft policies and regulatory frameworks on state asset transfer
and management;Experience in establishing planning and operations
systems and procedures;Experience in providing capacity building programme
to local government; andExperience in working in Aceh and Nias; Related work for governmental institutions,
universities, donor organization, CSO/NGO is a very strong advantage. Experience
in the usage of computers and office software packages (MS Word, Excel, etc.)
and knowledge of spread-sheet and database packages.
Language Requirements:  Highly written and
verbal communication skills in English and Indonesia are mandatory.
Other requirements: Have produced minimum 5
articles and/or publication at national and/or international level.Please give 2 soft copies
