CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency
operations, transitional activities centered on agriculture and
nutrition and a range of development initiatives in such areas as water
and sanitation, health and micro-credit.

CARE Indonesia  in Makassar-South Sulawesi (Palopo, Bone,Wajo, Luwu & Luwu Utara)  is currently recruiting the following position for its project:

JOB TITLE : ADVOCACY CONSULTANT

BACKGROUND

Building coastal resilience to reduce climate change impact in Thailand and Indonesia (BCR CC) is a three-year project in Sulawesi/ Indonesia and Southern Thailand, implemented by CARE Deutschland-Luxemburg  with Raks Thai Foundation and CARE International Indonesia and financed by the European Union.
CARE International Indonesia (CII) is implementing BCR CCin 4 (four) districts of South Sulawesi. In line with the implementation of the“Climate Change Adaptation”program, this year the project will be-focusing more on advocacy to local government to incorporate the Climate Change Adaptation  priorities of vulnerable people in to their planning; Consideration of Climate Change Adaptation  in the budgeting process on sub-district and district level; Awareness on provincial/district level to reduce vulnerability of specific groups; Mobilization of intermediaries to be key stakeholders / partners/drivers and to organize integrated/linked local government plans; Awareness among national stakeholders and provinces/districts outside of the project on the potential and feasibility of the CVCA (Climate Vulnerability and Capacity Analysis) toolsto inform local government planning and budget allocation processes; Consolidation of existing national and local
vulnerability and capacity assessment tools and practices (primarily from the Disaster Risk Reduction and sustainable livelihood/food security sectors) into bench-marked and proofed methods that are inclusive of Climate Change Adaptation, and subsequent endorsement and ownership by government and civil society stakeholders.


RESPONSIBILITIES AND TASKS

The scope work of the consultant is as follow:
1.         Plan and design activities for head of the districts, related head of government offices and related parliament members to buy-in into the CCA, DRR including CVCA process and result/ findings.
2.         To facilitate a workshop on integrating CCA and DRR into local planning and budgeting
3.         Assist the local government in integrating the CCA activities into their planning and budgeting
4.         Responsible for the documentation of the whole process of implementation
5.         Preparation of report in Bahasa and English.
6.         Understanding andrefer activity to all documents related to BCRCC project – LFA, CVCA and other documents.
7.         Close coordination with BCRCC team (CARE district facilitatorsand Project Manager)

QUALIFICATIONS

The consultant  shall have an extensive knowledge and experience in government planning and budgeting process and timeline, broad knowledge and (or) experience in community development project, and is familiar with CCA and DRR concept.
