Consultant for Small Business Training & Mentoring (Jayapura & Paniai - Papua)

Terms of Reference

Background

Papua Enterprise Development Program (PEDP) is one of the Oxfam Global
initiatives to improve community economic and social development. This
program funded by New Zealand Government (NZAID) through Oxfam GB
affiliation ONZ. This program will be implemented in several areas in
Papua; Nabire, Paniai, Jayawijaya and Jayapura.

In Paniai, in order to help local people who usually have limited access to buy their daily need because of the geographical challenge, bringing small kiosks to the community is one potential intervention. There is a small kiosks project under supervision of Komisi-PSE in Paniai. In Jayapura, PEDP in corporation with Yayasan Konsultasi Independent Pemberdayaan Rakyat (KIPRa) has just started to support community in Hamonggran and Kwansu villages of Kabupaten Jayapura, in restoring their cocoa.
In the first year of PEDP implementation in Papua, the program has established the system and community enterprises. In the second year of implementation, the program will focus on capacity building in term of technical issues and managerial for enterprises members and farmers. The capacity building is very important, especially upgrading the quality of the local product, as well as sustainability of the enterprises in community level. Hence, this program is looking for consultancy services for enterprises and farmers' capacity development on agriculture and small business, in order to fill-in theses needs.

The consultancy services will be provided for:

Small business training & mentoring for PEDP's partners and enterprises' members in Paniai and Jayapura

Objective:

• To provide 2 effective and relevant trainings for the partners and enterprises in Jayapura and also small kiosks operators in Paniai, in term of their business and marketing capacities
• To support partners and enterprises in developing and the implementation of their business plans with realistic approach
• To provide training module on small business and marketing for community enterprises
• To provide mentoring/couching for partners of PEDP in Paniai in supporting small kiosk operators in Paniai.

Expected Result
1. Increased knowledge and skills on small business management and marketing of staff of PEDP's partners and community enterprises
2. Increased knowledge and skills on small kiosk management of staff of Komisi-PSE and small kiosk operators in Paniai

Deliverables
• Consultancy reports:
- Report on small business training & mentoring services

• Training module on small business for enterprises

The submission of proposal should include also CV, technical/methodology, organization/individual experience and budget, detailing
several points bellow as the criteria for selecting proposal:

• Scope of work: explains the outline of key activities to be
carried out and its time frame, by referring to the process explained
above;
• Overall costs include fee rates, travel costs, etc.

On the basis of the above information, OXFAM shall draw up the shortlist
of Consultants. Only shortlisted Consultants will be invited to submit
technical proposals.
