Alliance Building Study

Who are we?

Oxfam is an international confederation of 17
organizations (affiliates) networked together in 94 countries, as part of a
global movement for change. Together we are working to achieve our vision of ‘a
just world without poverty’ and to be a powerful partner in global and local

The Background:
The concept of alliance has becoming more obvious in
daily life as people becoming more connected to each other. Moreover, it is
increasingly common for people to work as virtual alliance without necessarily
having to meet in physical spaces with the high-tech supports. Alliance has
been seen as a response to a rapidly changing world that is increasingly
interconnected where one requiring greater learning and collaboration for
solving complex problems and also for managing large grant. It is believed that
alliance building is necessary and can provide resources and support for its
members, as well as increase the scope and scale of impact one program is
aiming to achieve. Nurturing and catalyzing such alliance has becoming a focus
of many development efforts nowadays, especially those that seek to develop the
capacity to influence policy and bring about social and system change.
Recognizing this, Oxfam has acknowledged working with
others as a fundamental principle. As part of a global movement for change, Oxfam
seeks to make a sustained and significant positive impact on global poverty and
injustice, and believes that only through the collective efforts of many actors
that this goal can be achieved.
Hence, Oxfam works in a variety of partnerships in countries around the world
and at global level. Partnership here implies to equitable and mutually
beneficial relationships between Oxfam and the organisations with which we work
to implement programmes; a relationship that have developed over time in which
recognises and values the unique attributes that each offers. There are different models of partnership according to
Oxfam and one of them is alliance.
Oxfam Australia defined alliances as organizations who agree to pursue a
particular issue or agenda together, and cooperate to achieve a specific
advocacy objective within a fixed period of time.  Different from alliance, a network does not
pursue a mutual objective and has a looser relationship, although Oxfam also
recognize networking is important in which can provide basis for partnerships
and collaboration for development efforts.
Some of the Economic Justice and Gender Justice
projects are implemented through alliances. Thus,
understanding the nature of these alliances and changes in them is an important
aspect of alliance building development study.  While the work on institutional planning, development project monitoring
and evaluation is rich and extensive, there is very little study on the
alliance performance. Hence, this study will be an added value itself, and also
to the Gender Justice Program evaluation later in March 2013.
