SUMMARY OF THE CONSULTANCY:



Background:

Special autonomy is a tool of political compromise and the new balancer to accommodate local interests in Papua. As a point of political compromise or balance, Autonomy is expected to be a solution to the various problems faced by Papuans in the past, and also become the basis for the provision or improvement of social, political, economic and cultural. A new development paradigm in Papua is to improve the welfare of native Papuan. "In which there are provisions that mandated the government to do things related to the rights of the people of Papua in obtaining access to education and health care".

Technical implementation in accelerating the development of Papua specified in presidential regulation No. 65 Year 2011 on the Acceleration of Development in Papua and West Papua stating "Accelerated Development in Papua and West Papua Provinces implemented through improved coordination, synergy and synchronization of planning, implementation and control of programs and activities that are derived from various funding sources and agents of development in accordance with the provisions of the legislation in the field of public finance

Special autonomy law for Papua Province (Law No 21, 2001, Article 36 Paragraph 2) give mandates to local government that at least 30% of the Papua provincial government revenues from natural resources revenue from the mining of 70% oil and natural gas mining by 70% is allocated for education expenses and 15% for health care costs.

Provincial government translates division of budget allocation between province and districts on regulation that regulate APBD. For APBD 2013, provincial government issues Governor Decree No 5, 2012 that regulate acquisition of special autonomy funds for the provincial government by 40% and district / city by 60%, which are further divided to 28 districts and 1 city and 30% allocation for education, 15% for the health sector and the remaining 55% is used for other public services.

Besides the importance of Special Autonomy in Papua, the indicators to measure special autonomy in Papua is not identified well. It also complemented to no existing of the guideline of development indicators that can be useful as reference. Additionally The existing M&E system did not adequately able to fulfil the need of special autonomy monitoring and the existing data collection system also did not adequate to capture special autonomy.



Major Duties & Responsibilities:

Therefore, under the supervision of Social Policy Monitoring and Evaluation Specialist and coordination with database officer, the consultant will:

·        Provide technical assistance to BAPPEDA on editing, improving and finalization of  special autonomy indicators guideline

·        Provide technical assistance to BAPPEDA on editing, improving and finalization development data indicators guideline with equity focus

·        Provide technical assistance to BAPPEDA to edit, improve and finalize of SOP of data forum with integration of special autonomy components

·        Provide technical assistance to BAPPEDA to develop governor decree on special autonomy indicators

·        Provide technical assistance to BAPPEDA to edit, improve and finalize M&E training module for planners of basic level, intermediate levels and advanced level (with significant discussion, exercise and case studies related special autonomy M&E)

·        Provide technical support to Papua Knowledge Centre, RESPEK and BPMK with consultation to BAPPEDA office and Women Empowerment Office for editing and finalized village based data collection tools and guideline with significant component of special autonomy indicators and MDGs with equity focus.



PROFILE OF THE IDEAL CONSULTANT:



•                  Master's degree related to a social science, preferably including gender studies, development studies, public policy, public administration, evaluation or social research with at least 3 years of working experience in evaluation and/or social research or Bachelors's degree related to a social science, preferably including gender studies, development studies, public policy, public administration, evaluation or social research with at least 7 years of working experience in evaluation and/or social research.

•                  Strong knowledge about government data system and indicators are mandatory

•                  Familiarity with governments regulations and policies related special autonomy are mandatory

•                  Has experiences to develop regulation and Policy Document

•                  Experienced to conduct active and participatory learning

•                  Experience on developing monitoring and evaluation system
