SUMMARY OF THE CONSULTANCY:

Objective

Under UN joint programme on Combating
Violence Against Women and Children in Papua Province, UNICEF is responsible to
lead the process of developing violence free schools  (or safe and supportive schools) and more
recently have agreed to support the implementation of violence prevention at
community level especially with a focus on involving youth in such activities.
In order to improve community
capacity to prevent violence against women and children, four interactive
discursive club programmes (for young women, young men, women and men) have
been developed for the Papua Context  under the name Creating
Connections. Creating connections is designed as a clubs/ groups based approach
to address violence prevention through discussing and exploring options
solutions for behaviours and to seek ideas about how to change negative
violence behaviour and encourage positive behaviour.   Creating connections materials and group
sessions are intended to deliver effective messages on preventing violence to
different target groups across communities.
At the school level, positive
discipline methods are being employed as an important strategy for implementing
safe schools and for providing teachers alternative tool and approaches to
corporal punishment.
UNICEF is seeking a consultant to
support both the schools and community based interventions as they are
implemented by pilot schools and teachers and selected groups within the
community. , M&E and documentation in about 5 months.

Major Duties &
Responsibilities:

Under the general supervision of Chief Field Office and technical
guideline of Social Policy Monitoring and Evaluation Specialist, the consultant
will:
1.     Coordinate with
others UNFPA and UN Women as well as government counterpart in regard
implementation of United Nations Joint Programme on Combating Violence Against
Women and Children
2.     In consultation
and discussion with stakeholders, finalization of training manual of positive
discipline at schoolswith local context
and case studies
3.     Support community
groups implementing Creating Connections to establish clubs and process to
implement creating connection and facilitate and monitor implementation of
Creating connection at villages and document lesson learned, human interest
stories and good practices
4.     Support
development of monitoring and evaluation tools for preventing violence at
schools and community and support implementation of school community events
wherever possible.
5.     Facilitate and
Monitor the implementation of positive discipline at schools and document
lesson learned, human interest stories and good practices
6.     Advocacy to
Education Office and Support education office on development of SOP of
Implementation of Positive Discipline at Schools
7.     Take a role in
policy dialogue on preventing violence at schools and community and disseminate
SOPs, monitoring report, lesson learned, best practices,
8.     Support other
required task related to United Nations Joint Program on Combating Violence Against
Women and Children


PROFILE OF THE IDEAL CONSULTANT:

·        Bachelors’s degree
related to a social science, preferably including psychology, gender studies,
child studies, development studies, public policy or public administration,
with at least 5 years of related working experience.
·        Experienced
working with the UN and with multi-stakeholders: governments, NGOs, the UN/
multilateral/bilateral institutions and donor entities;
·        Strong
understanding on violence prevention issues.
·        Strong experiences
dealing with government and communities
·        Outstanding
interpersonal skills, teamwork, and competency to operate in a multi-cultural
and diverse environment;
·        Familiarity with
the Papua are preferred;
·        Excellent in
Bahasa Indonesia and preferably able to written and spoken English;
·        Must be available
to stay in Papua and West Papua during contract
