Program Officer – Central Kalimantan Representative, Indonesia

Organisation: Global Green Growth Institute (GGGI)
Position Title: Program Officer – Central Kalimantan Representative, Indonesia
Location: Palangka Raya, Central Kalimantan, Indonesia (with travel to Jakarta as necessary)
Salary Package: Competitive plus benefits
Closing Date: 25th February 2013 or until suitable candidates are found

Introduction

The Global Green Growth Institute (GGGI) is looking to hire an outstanding Program Officer with expertise in natural resource management, climate change, sustainability, forest policy and reducing emissions from deforestation and forest degradation (REDD+) in order to work in Central Kalimantan as part of GGGI’s Provincial Support program in Indonesia.

Background

GGGI is dedicated to supporting developing and emerging countries to meet their own development and growth objectives by exploring and implementing green growth plans that simultaneously target key economic and environmental objectives. These include poverty reduction, job creation and social inclusion as well as mitigation and adaptation to climate change, biodiversity loss and energy and water security.

GGGI’s theory of change leads it to focus on three major outcomes: adoption and implementation of rigorous green growth plans that form the core of national and provincial economic development strategies; research which builds a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; and public-private partnerships that strengthen incentives for the scaling of resource-efficient investment, innovation and practice as well as for the engagement of companies in the implementation of national and sub-national green growth plans.

Role Description

This Program Officer position will report to the Program Manager of the ‘Provincial Support’ component of GGGI’s Indonesia program. This position will be responsible for managing GGGI’s engagement in Central Kalimantan, which aims to help create the necessary enabling environment to support green growth at the sub-national level and to support the selection and implementation of pilot projects and programs that demonstrate the multiple benefits of green growth at a variety of scales and across multiple sectors.

The ‘Provincial Support’ component runs in parallel with GGGI’s other components on ‘Greening the Masterplan’ and ‘REDD+ Finance and Policy Support’, which are both coordinated from Jakarta. As GGGI’s focal point in Palangka Raya, your role will involve working closely with the broader GGGI team in Indonesia in order to ensure consistency and integration between the national and local levels, while guaranteeing alignment to GGGI's overall vision. In particular, you will have responsibility for identifying, analyzing and supporting the implementation of key interventions that help ‘green’ the Kalimantan corridor of the MP3EI and achieve REDD+ goals in the province.

You will operate as part of a hybrid team that consists of government representatives (Bappenas and Bappeda), external consultants, local experts and other GGGI staff. This will require establishing and managing relationships with the relevant coordinating institutions on green growth and climate change in Central Kalimantan. You will then work closely with these counterparts to carry out detailed assessments of the policy and technology requirements in order to identify potential incentive mechanisms that would facilitate green investment necessary to build sustainable local economies.

This will include (although not be limited to) exploring regional incentive mechanisms, fiscal transformation, land tenure and spatial planning reform, as well as sector-specific interventions, e.g. sustainable palm oil, sustainable forest management, renewable energy and alternative livelihoods, which can be scaled up. This analysis must be carried out to ensure coordination with both current and proposed medium and long-term development plans (RPJM and RPJP).

Considering Central Kalimantan’s position as the REDD+ pilot province, you will help identify, analyze and design technical assistance for REDD+ implementation, along with other green growth opportunities identified in the ‘Greening the Masterplan’ component. Through this role, you will become a key focal point for supporting green growth in the province and you will act a central liaison with government officials at both the provincial and district level. In addition, you will play a key role in communicating GGGI's engagement to key stakeholders across Central Kalimantan and facilitating their participation in the identification and implementation of pilot projects.

As you implement the above, you will be sensitive to the importance of government ownership of the various analytical assessments and outputs under this component. This will require the position to be innovative and proactive in finding solutions to various bottlenecks and the challenges related to implementing pilot projects. In addition, you will also be involved in capability building amongst key stakeholders in these provinces for developing and implementing green growth plans.

Qualifications and Experience

All applicants must hold exemplary and relevant academic credentials, and ideally hold a post-graduate degree in a relevant subject from a leading academic institution. Individuals will also have substantial work experience in a relevant field in Central Kalimantan.

Other key skills and capabilities will include:

  • University degree in Natural Resource Management, Environment/Ecological Economics, Forestry or a related field;
  • Over 8 years of work experience on forestry, sustainable development, climate change or related discipline in Central Kalimantan.
  • Exceptional analytical skills in the areas of expertise relevant to GGGI, including REDD+, forestry and agriculture and valuation of ecosystem services;
  • Broad knowledge of climate finance, international climate policy, REDD+, carbon markets and the social and environmental safeguard criteria related to REDD+;
  • Broad knowledge on the required enabling environment to ensure a successful REDD+ program as well as the challenges and opportunities facing REDD+;
  • Familiar with Central Kalimantan’s REDD+ and climate strategies and other related policies at the national and sub-national levels;
  • Demonstrated ability to garner support from a diverse range of stakeholders to ensure local ownership of the various analytical results of the assessments;
  • Have a strong network across Central Kalimantan’s academic research institutions, NGOs and government bodies in areas that are related to GGGI’s activities;
  • A track record of delivery of complex programmes, with multi-stakeholder management in Indonesia;
  • Effective and efficient operational and organisational skills – project management and project coordination experience;
  • Ability to communicate complex economic and policy issues in a clear and simple way to a diverse audience;
  • Multi-cultural literacy and easily adaptable;
  • Actively seeks and considers diverse ideas and approaches and ability to work as part of a team;
  • Strong oral and written English and Bahasa Indonesia are both essential.
