VACANCY – FINANCE & COMPLIANCE OFFICER
The Agency for Technical Cooperation and Development (ACTED) is a French
non-profit organization working in over 30 countries worldwide to
provide emergency response, early recovery, and development assistance
to communities in need.
ACTED's interventions seek to cover multiple
aspects of humanitarian and development crises through a
multidisciplinary approach that is both global and local, and adapted to
each context. ACTED's vision is to establish emergency,
rehabilitation, and development. ACTED aims to guarantee the
sustainability of relief interventions carried out during crises by
remaining in the field after the emergency to engage in long-term
support to communities in food security, health, education, economic
assistance, microfinance, advocacy, and cultural promotion. ACTED's
actions are needs based and identified in a participatory manner with
communities in the areas where we are present. ACTED has been active in
Indonesia since April 2005, assisting those affected by the tsunami and
Nias earthquake and is now working to support livelihoods,
community-based disaster risk reduction, and child protection in North
Sumatra, Nusa Tenggara Timur (NTT), and elsewhere.
Currently ACTED open vacancy for qualified and experienced staff to be
part of our project "Youth, Journalist, and Civil Society
Capacity-Building Project (YJCS-CBP) in Medan, North Sumatera."
ACTED in partnership with Indonesian NGO, Kajian Informasi, Pendidikan
dan Penerbitan Sumatera (KIPPAS) will implement a project to strengthen
the capacity of youth, journalists, and civil society organizations to
effectively exercise democratic rights and ensure genuine democratic
elections in Medan, North Sumatera. The project intervention will work
to achieve project's goal 1) Improving youth, especially students
understanding of their democratic rights and how to exercise them, and
they engage in political dialogue, 2) Increasing journalists'
knowledge of election regulations, demonstrate commitment to ethics, and
practice civic journalism, 3) Increasing the organizational and
election monitoring capacity of CSOs. ACTED is recruiting a Finance &
Compliance Officer to be based in Medan, North Sumatera to responsible
for managing project finance at base level including producing and
filing financial documentation, authorizing payments, cash requests,
accounting, budget tracking, and ensuring compliance among ACTED and
partner staff in regards to Finance, Logistics, and Admin/HR (FLAT) with
ACTED and donor regulations and standards.In order to apply, please

Finance & Compliance Officer
Key responsibilities
1. Accountancy
- Ensures that ACTED vouchers are complete, signed by the
appropriate persons, and produced strictly according to ACTED
procedures;
- Enters vouchers in SAGA accounting software daily using
allocation tables;
- Cash checking at month end and bank reconciliation;
- Re-checks standard description, accountancy code and allocation
at month end;
- Maintains a strict follow up of advances, loans, currency
exchanges, transfers, etc.;
- Ensures that non-allocated resources (ACT) are not used on the
project, unless a written approval is given by coordination;
- Performs any control deemed necessary to ensure transparency of
payments (market surveys, unplanned field visits, and cash counting,
etc.);
- Oversees and verifies monthly financial reporting by project
partner (Kippas);
- Provides training and capacity-building as necessary to project
partner(s) to ensure their adherence to ACTED and donor finance and
audit standards;
1. Budget Follow-Up & Financial Report
- Contributes and/or leads monthly Budget Follow-Up reporting as
part of the Project Management Framework (PMF);
- Ensures that all expenses engaged can be allocated to budgets;
- Participates in the monthly production of payroll for
Medan-based employees;
- Ensures an on-time and efficient flow of financial information
to Program Finance and Compliance Manager;
- Supports new budget development for field intervention area
when needed;
1. Tax
- Ensures that taxes incurred by the project are reported in a
timely to the Jakarta office;
1. Finance, Logistics, Administration Team (FLAT) Compliance
- Verifies all ACTED and partner vouchers and sends to Jakarta on
a monthly basis;
- May provide support to review of partner vouchers from projects
in Nias on a monthly basis;
- Verifies that procedures in place are aligned with regulations
in ACTED FLAT manuals;
- Performs audits of departments or sub-offices upon request;
- Actively participates in the preparation process of internal /
external audits by headquarters or donors;
Professional Qualifications and Skills:
- Minimum bachelor degree in Finance, Accounting, or Business or
other relevant educational background required;
- At least four (4) years previous work experience in finance (NGO
or private sector) that involved processing and tracking payments,
accounting, and producing financial and other reporting.
- English fluency (speaking, reading, writing) is required;
- Meticulous attention to detail and documentation required;
- Problem-solving skills, result-oriented and sensitivity to
gender issues;
- Excellent knowledge and use of Excel and Word required;
familiarity with various accounting software desired;

- Flexible and adaptable, willing to learn new skills and conform
to new systems and situations;
- Ability to work well under pressure in a fast-paced and dynamic
environment;
- Honest, responsible, self-motivated and able to take initiative
under minimum supervision;
- Ability to work as part of a team in a cross cultural
environment;
