1. BACKGROUND AND CONTEXT
Simeulues’ poverty, lack of education and after-effects of the Asian
tsunami has greatly affected the lives of youths aged between 13-23 years
old.
The youth have limited access to finding good jobs and lack the
knowledge and skills required to either undertake traditional activities or
create new markets in the community. The impacts are even greater on female
adolescents who traditionally drop-out of school early and marry.
Information from the District Government states that early marriages and
lack of knowledge on reproduction health limited by elders and community
traditions lead to young adolescent females entering early or childhood
marriage that perpetuates the cycle of poverty, lack of education,
endangers adolescent reproductive systems and a dependence on their
husbands.
The second phase of the project is from February 1, 2011 to March 31, 2013
a period of 26 months with a total budget of $189,377.75 USD. In the second
phase the project will focus on further developing and strengthening the
school and youth business units and following a year of curriculum
implementation and practical feedback for teachers, students and youth to
tailor the curriculum to be more Simeulue specific.
At the request of the District Government, PKPA will also undertake
reproductive health and gender equality training in two new Sub-Districts,
Teluk Dalam and Simeulue Tengah. A youth paper was submitted at the end of
the first phase however as part of the external evaluation it was
recognized that the District Government of Simeulue will require additional
time and capacity development to incorporate the youth paper into an
annually budget program. The focus in PHASE 2is developing the capacity of
the Government Steering Committee
2. EVALUATION PURPOSE
*Evaluation purposes: *
1. To assess the overall extent of project performance considering
the Relevancy, Efficiency and Effectiveness Impact and Suitability
2. To assess the extent of achievement of project objectives against
set indicators targets from the logical framework.
3. To analyze strengths, best practices, learning, challenges and
weakness of the project as well as implementing partner;
4. To draw the conclusions, lessons learned and make recommendations
for future strategy and improvements in project methodologies/approaches

3. EVALUATION SCOPE
The scope of evaluation will covered the project implementation during the
second phase which covered three sub-districts (Teupah Barat, Teluk Dalam
and Simeulue Tengah with groups of beneficiaries as follow:
· 5 business unit: 3 in schools and 2 in village level
· 2 villages for reproductive health and gender
· 6 schools for entrepreneurship module

4. EVALUATION QUESTIONS

The external evaluation must provide detail questions in his/her evaluation
Plan covering Project Relevance, Project Implementation, Immediate and
intermediate effects (Outputs, outcomes); Sustainability (Long-term effects);
Additional Evaluation Areas. Here are some questions for examples;
· To what extent were the stated outcomes or outputs achieved?
· What factors have contributed to achieving or not achieving
intended outcomes?
· What factors contributed to effectiveness or ineffectiveness of
the project’s partnership strategy?
· How well did management systems (finance, human resources,
procurement, etc.) operate to support the project?: etc.
5. EVALUATION METHODOLOGY
This is consultative and explorative final evaluation. PKPA prefers using
the mixed evaluation methods for this evaluation (quantitative and
qualitative). Consultant should design the evaluation matrix and should
collect the primary and secondary data from both project sites and with
concerned stakeholders through a range of relevant evaluation tools.
6. EVALUATION DELIVERABLES
The Evaluator must provide some points namely:
1. Evaluation report which will consist of;
1.1. Achievement of program based on MoU between PKPA and LWR as stated in
the Proposal and Log frame.
1.2. The Recommendations for PKPA’s management (Administration and Finance).
1.3. The recommendations fo PKPA’s programmer team which should be
specifically supported by the evidence and linked to the findings and
conclusions around key questions addressed by the evaluation. They should
address sustainability of the initiative and comment on the adequacy of the
project exit strategy, if applicable.
ð *Immediate vs Longer-term Recommendations – *Recommendations should be
group according to their priority.
o Recommendations that require immediate attention from LWR or Partner
staff.
o Recommendations that are longer term and should be considered for next
phases of the project evaluated or similar projects in the future.
ð *Lessons learned—*As appropriate, the report should include discussion
of lessons learned from the evaluation, that is, new knowledge gained from
the particular circumstance (intervention, context outcomes, even about
evaluation methods) that are applicable to a similar context. Lessons
should be concise and based on specific evidence presented in the report.
2. The Evaluator must write the report based on LWR guidance of
evaluation report. It should be complete, logically organized, and
between 30-35
pages excluded the annexes. It should be written clearly and understandable
to the intended audience.
3. The Evaluator must present the evaluation grid prior to field visit in
front of the board and management.
4. The Evaluator need to present the findings before s/he leave the
field. The rapid results of findings must be presented in front of
thePKPA’s staff in Simeulue.
Furthermore, after s/he review and write further, s/he will present it in
front of PKPA’s staff and boards before s/he leave Medan.
5. The evaluator must give the all instruments of evaluation including
pictures and the draft report to PKPA before s/he leave Medan.
7. IMPLEMENTATION ARRANGEMENTS
In Organizing the Program evaluation, there are Three evalaution team
namely the External Evaluator and PKPA’s team
A. The Roles of External Evaluator:
1. Providing a detailed plan of evaluation including the selected
methodological approaches, methods and analysis.
2. Conducting evaluation in order to have answered the evaluation
questions and achieved the evaluation purposes.
a. Document Study
b. Field Visit
c. FGD and In-depth Interview with the beneficiaries.
3. Presenting before and after evaluation process to Program staff and
board of PKPA in Simeulue and Medan.
4. Writing and sending Draft and Final evaluation reports in bahasa and
English to PKPA and LWR.
5. Giving the all instruments of evaluation including pictures while the
evaluation process .
B. PKPA’s Team
B.1. PKPA staff in Simeulue:
1. Communicating with evaluation target such as stakeholders and program
beneficiaries.
2. Providing information of the program.
3. Participating in the evaluation meeting.
B.2. PKPA staff in Medan:
1. Accompaning the Evaluator in the field visit while in Simeulue.
2. Providing documents which will be needed for the evaluator as the
document study.
3. Organizing the meeting before and after evaluation both in Simeulue
and Medan
C. LWR staff :
1. Reviewing on the draft of evaluation report.
2. Ensure the evaluation will be conducted as stated in the ToR
3. Approved the final report of the evaluation
8. EVALUATION TIMEFRAME
The project titled “*Enhance Youth Entrepreneurship Empowerment in
Simeuleu Island, Aceh”* was implemented in three sub districts on Simeulue
Island namely: Teupah Barat, Simeulue Tengah and Teluk Dalam Sub Districts.
This evaluation will be conducted in the whole areas of project where PKPA
worked with financial supports from LWR which must be accomplished by April
5.
This evaluation will last for sixteen days. Followings are the details:
- 2 days for evaluation preparedness in Medan and Simeulue.
- 4 days for field visits and writing the draft report
- 4 days for finalization of draft report and report translation
(from Indonesian into English)
- The evaluation should be started on March 22 and the first
draft report should be submitted by March 31, 2013.
9. EVALUATOR QUALIFICATIONS AND APPLICATION PROCEDURE
Evaluator Qualification
1. Experience in conducting final project evaluation at least 5 years
2. Experience in NGO which concern on livelihood, reproductive health
and gender and/or Enterpreneurship.
3. Experience in evaluating program on livelihood, reproductive
health and gender and/or Enterpreneurship.
4. Excellent skill in writing evaluation report in two Languages (Bahasa
and English).
Application Procedure
1. The candidate must apply the position by sending a cover letter
and proposal which consist about his/her interesting as the evaluator,
professional fee, and detailed plan of evaluation

PKPA provides ; The Evaluator’s fee, flight ticket, local transport,
accomodation and consumption while field visit in Medan and Simeulue
11. DISSEMINATION AND USE
- The evaluation report will be presented by the evaluator in
front of the PKPA board and Staff and LWR representatives after the
evaluation time.
- The evaluation report will send to PKPA’s stakeholders on
Simeulue such as Bupati, Bappeda, Department of Education etc
- The evaluation report will send to LWR
