Estimated grant funds: One grant valued at no more than $50,000with a duration period of twelve (12) months.
Subject: The purpose of the small grant is to establish and operate an independent Citizen Advocacy Office in Surabaya to provide legal services to victims of corruption and excessive bureaucracy and to educate citizens about their rights in interacting with the government.
Organizations eligible to apply: Responsible, legally registered Indonesian non-profit, for-profit, and non-governmental organizations (NGOs) with experience inoperating and managing citizen advocacy offices, law firms, or related fields. Strong preference will be given to local (i.e. presence and operations in target city) NGOs and civil society organizations and national organizations with local branches.
Expected Grant type: Fixed Obligation Grant
Scope of Work
1. Provide legal and non-legal (i.e. conducting out of court settlements, informing media of political pressures on various issues, etc.) assistance to the victims of corruption and excessive bureaucracy;
2. Disseminate information and conduct public education about the impact of corruption and citizen rights and responsibilities in interacting with the government.

MSI-SIAP I
Launched in January 2011, the USAID-funded MSI-SIAP I program aims to contribute to good governance in Indonesia by strengthening government integrity and accountability at the national level. It has been operating by supporting governmental and non-governmental efforts to strengthen the effectiveness of accountability bodies; external monitoring; and mobilizing public support.
The two major components of MSI-SIAP 1 are: (1) Supporting efforts of key accountability agencies such as the Corruption Eradication Commission (KPK) and the Supreme Audit Body (BPK) to strengthen integrity and accountability in government. (2) Supporting efforts to strengthen political integrity and accountability by reducing the influence of "money politics."
Since 2012, MSI-SIAP I has been tasked by USAID to provide support on Bureaucratic Reform initiatives for the Ministry of State Apparatus. The support addresses needed improvement of public service delivery, revitalization of the inspectorate generals, and public employee recruitment transparency enhancement.
