Women rights have been guaranteed by the Indonesian Constitution, through ratification of the international
Convention on the Elimination of All Forms of Discrimination Against Women as
well as other laws such as the law against domestic violence.
In addition, a Presidential Decree in 2000 made gender mainstreaming
mandatory in all government policies and programs. Following the issuing of
Presidential Decree, gender equality is also considered as one aspect in the
vision of Indonesia’s Government Long Term Planning 2005 – 2025.
Furthermore, gender mainstreaming is one of the three mainstreaming principles
in National Medium Term Planning 2010 - 2014. Therefore, various efforts have
been made to ensure women’s rights and gender equality as integrated parts of
governments’ policies and programs at all levels.
Despite this, Indonesia is facing significant
challenges from ensuring equal rights for men and
women. The country’s extraordinary sociocultural diversity is a particular
barrier to promoting equal rights. Indonesia’s patriarchal system of values
ascribes a traditional role to womenand men, and the rigidity of
gender roles within the country’s 250-plus ethnic groups varies widely.
The diversity of national laws andinterpretations of religious principles along withthe
role of custom and practice make it difficult to enforce women’s rights.
Moreover, national marriage legislationwhich is partly influenced by interpretations of
religious principles are contradictory to the principle of
equality in rights an dignity. Discrimination, including the use of violence,
often remains hidden because women are frequently unaware of their rights.

Internationale Zusammenarbeit (GIZ)GmbH is a German international cooperation
enterprise for sustainable development with worldwide operations. GIZ-Strengthening Women’s Rights (SWR) is looking for 1 (one)
qualified Senior Advisor.
A. Responsibilities
The Senior Organizational Development
Adviser is responsible for:
* Providing professional advice to partners at national level in the areas of marriage policies and capacity building of Ministries of Women Empowerment & Child Protection (MOWE CP)
* Providing Professional advice to Women Empowerment Bodies at 4 provinces in implementing gender-mainstreaming related intervention.
* Providing technical support for team leader and deputy team leader in replicating and scaling up current innovative products of SWR to broad target groups, especially to Women Empowerment Bodies (WEB) at 4 provinces (Central Java, East Kalimantan, Yogyakarta and West Nusa Tenggara)
* Support a smooth and effective communication and coordination with MOWE CP at national level, and WEB at provincial level
* Support MOWE in facilitating WEB in utilizing/replicating currents products/methods of SWR
The Senior Gender Adviser performs
the following tasks:
B. Tasks
1. Professional advisory services
In coordination with the
Team Leader in regard to the project management and close technical
coordination with Deputy Team Leader, the Senior
Development Advisor:
On Marriage policies:
* Provides professional advices to partners in developing policy dialogues and formulation of position papers relevant to marriage policies
* Provides advices for research methodology, data/evidence collection relevant to marriage policies.
* Identifies external resources as consultants to support the establishment of Policy Dialogues and formulation of position papers relevant to marriage policies.
On Capacity Building of MOWE:
* Supports the Ministry Women Empowerment and Child Protection (MOWE CP) in developing its strategy of the capacity building in line with the result of the ministry’s competencies baseline survey
* Supports MOWECP in enhancing its coordination and cooperation with other important partners, including government institutions, to further collaboration in conducting capacity development activities
* Provides technical support to MOWECP to identify external service providers for further implementation of agreed strategy
* Advises MOWECP in developing pool of facilitators on core competencies which required to promote women’s rights to other partners
On Gender Mainstreaming
* In close coordination with the SWR advisors in the provinces - provides professional advices to WEB and relevant stakeholders in implementing gender mainstreaming at sub-national levels through utilizing the existing instruments of SWR
* Support WEB in involving relevant stakeholders in gender mainstreaming efforts
* Inform MOWE regularly on the progress on gender mainstreaming implementation on sub-national level and channel the information for National Strategy on Gender Mainstreaming (Stranas PPRG), if necessary
Others
* Develops and implement tools to assess the effectiveness of the approaches developed by the project and the possibility to scale them up; identifies interesting issues on the regional level together with stakeholders and facilitates feeding them back into discussions at MOWECP
* Supports MOWECP in identification of women’s rights issues for further development of necessary policies at national level
* Supports SWR public relation and networking strategies to promote SWR products and topics
2. Networking and cooperation
In coordination with the
Team Leader in regard to the project management and close technical
coordination with Deputy Team Leader, the Senior
Development Advisor:
* Supports the Deputy Team Leader in fostering network building and policy dialogue with strategic government institutions and non-government institutions to promote women’s rights, especially to marriages policies’ issues
* Supports networks with gender mainstreaming experts who could support WEB in implementing gender mainstreaming.
* Supports network buildings “Community of Practice” to replicate Dialog Warga method
* Along with Deputy Team Leaderand the international Development Worker, ensures independently cooperation, regular contact and dialogue with partners (government, non-government)
* Travels to four provinces, in accordance with project requirements.
3. Knowledge management
In coordination with the
Team Leader in regard to the project management and close technical
coordination with Deputy Team Leader, the Senior
Development Advisor:
* Ensures knowledge transfer to partner and non-governmental intermediaries regarding the solutions developed by the project
* Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
* Draws up reports and presentation documents
* Formulates appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
4. Management and coordination tasks
The Senior Organizational Development
Adviser
* Implements all his tasks in line with GIZ Rules and Regulations
* Implements his/her tasks independendly, according to GIZ standards and in coordination with the Team Leader
* Implements his/her tasksto support SWR partners in coordination with deputy team leader and junior advisor at Jakarta-based team and the development worker(s) in NTB (and Kaltim), sharing the work load as needed (e.g. regional travel)
* Supportsthe preparation and implementation of local subsidies;
* Supportsthe Deputy Team Leader to prepare TOR, recruitment process of and manage consultants related to the implementation of his/her tasks
* Coordinates and prioritises relevant project activities at local level in cooperation with the partners, both as regards the organisational preparation and implementation of the activities
* Supports all SWR colleagues tasked with the implementation of other SWR activities as needed
5. Other duties/additional tasks

C. Required
qualifications, competences and experience
Qualifications
* masters/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field
Professional
experience
* 5-7 years professional experience, with at least 3 years professional experiences working with governments at national and provincial levels. Experiences of working closely with MOWE CP is a valuable asset
* Proven understanding on the issue of capacity building of MOWE
* Familiar with national and provincial government system in installing the strategy of gender mainstreaming
* Sufficiently know networks of non-government institutions
Other
knowledge, additional competences
* very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
* fluent written and oral knowledge of English
* willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management
D. Contract Period
Contract period of the Senior Advisor is on 1st of April-31st December 2013, and could be extended depending
on staff performance, and project’s need.
