World Food Programme, Indonesia invites applications from the eligible
candidates for the following position:

Position: Program Officer (Head of Sub-Office) Papua
Contract Type: Special Service Agreement/Service Contract
Duration: Initial 6 months with possibility for extension
Duty Station: Jayapura, Indonesia

Accountabilities: Within delegated authority and under the direct
supervision of the head of area office/DCD, the Program Officer will be
responsible for the following duties:

Develop and sustain liaison with key government (Province and
District) counterparts and NGOs engaged in the field of food and nutrition
security.
Strengthen links with other UN agencies, particularly those
agencies working in Food security and Nutrition.
Development of a joint work-plan and cost sharing with Government
counterparts;
Organize project planning missions, meetings and briefing
sessions, to identify and analyse problems and make project
recommendations.
Supervise the programme team and provide on the job training and
technical guidance to the staff.
Consolidate the current work of mapping out ongoing food security
and nutrition activities and plans of the government, UN agencies, NGO and
other (private sector)
Coordinate the activities with Country Office to ensure
integration and coordination of activities as per annual work-plan and
follow up the progress.
In liaison with Country Office coordinate the recruitment of
relevant staff for the implementation of all activities in Papua
Conduct advocacy and information related tasks for
project/programme activities such as making interventions and
presentations in meetings, workshops, seminars, missions, etc;
Explore how to strengthen medium and longer term response and
preparedness issues. This strategy will be supported by various
assessments, consultations and involvement of key players.
Manage the Local School Meal (LSM) programme that includes
planning, implementation and monitoring of programmes and activities in
the region, as well as policy advocacy activities at provincial and
district level;
Organize joint field trips to other provinces to demonstrate the
LSM programme to relevant stakeholders and share the lessons learnt
between two provinces
Develop a policy and advocacy strategy to present the LSM
prototype to National government. If relevant, organize and accompany high
level mission from national and provincial level to Papua to demonstrate
the LSM pilot
Ensure linkages with Food Security and Vulnerability Assessment
activities and Disaster Management-DRR activities
Oversee the preparation and dissemination of timely analytical and
critical reports including proposals for improvements in operation and the
scope of programs;
Assess the need for food, draw up plans for its timely arrival in
coordination with government and other donors, and monitor the
implementation of these plans;
Liaise with project implementing authorities and undertake visits
to view project outputs and beneficiaries, inspect storage places and
points where WFP commodities are received in the country, in order to
ensure that progress is made in the achievement of project objectives;
Provide continuing liaison with bilateral food aid programmes,
with UN agencies and with NGOs providing technical or other forms of
assistance to WFP assisted projects.
Ensure compliance with WFP’s policies, criteria and procedures
with respect to food assistance;
Manage the generally arrangements for the sub office, office space
etc.
Perform other related duties as required.



Qualifications and Experiences:
Education: University degree in health, nutrition or social sciences
Experience and knowledge: At least three years of postgraduate
professional experience in programme management (preferably mother child
health, nutrition, school meals or food security programmes); training
experience in nutrition and community nutrition. Previous work experiences
in Papua a plus.
Language: Fluency in both oral and written communication in English; basic
knowledge of Bahasa Indonesia an asset
