to and impact of HIV infection on MSM and TG in Insular Southeast Asia”*

*REQUEST FOR EXPRESSION OF INTEREST*

Consultant to Modification of IHP M&E Tools and Review of Knowledge
Hub Tool for
the ISEAN-Hivos Program Global Fund Round 10

In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN)
and the Humanist Institute for Co-operation with Developing Countries
(Hivos) jointly submitted a regional proposal to the Global Fund for AIDS,
Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled
‘Strengthening Community Systems to Reduce Vulnerability to and Impact of
HIV infection on MSM and TG in Insular Southeast Asia’, was approved by
GFATM and contract for the grant was signed on 6 October 2011. This grant
has the main goal of reducing (a) the vulnerability and risks of MSM and TG
to HIV infection and (b) the impact of HIV on their lives in Insular
Southeast Asia. It intends to address critical gaps in supporting and
scaling up activities that reduce HIV/AIDS among MSMs and TGs.

Satu Dunia, as the Regional ICT Service Provider of the ISEAN-Hivos Grant,
is looking for a capable technical consultant/consultancy group/software
company who already establish or has a product or experiences in web-based
application development. The consultant outputs will be served as bases the
delivery of key ICT interventions to MSM and TG groups in Indonesia,
Malaysia, Philippines and Timor Leste under the ISEAN-Hivos programme.



Specifically, the following services that address the Grant’s requirements
are expected to be provided by the Consultant/s:



   1. In coordination with, Satu Dunia and PMU, conduct a review od the M&E
   Online Tool to identify recommendations to guide the M&E
   revision/optimation process
   2. Conduct a Review of the Knowledge Hub Tool and identify areas for
   improvement
   3. Provide development workplan based on system development requirements
   (*Annex #1 System development requirements*) for optimation purposes
   which covered :

a.      Development schedule

b.      Testing mechanism

c.       Deliverable schedules and migration mechanism

   1. Minimum 2 days on site in a week development on Satu Dunia office
   2. Provide IHP M&E Tools finalization based on the system development
   requirements for optimation purposes
   3. Provide technical documentation and User Guide for the new IHP M&E
   Tools
   4. Conduct a “Hand over training to Satu Dunia” (will be represented by
   ICT Specialist and Project Manager) on the revised tools.

*Key Qualifications*

1.       Established and demonstrated expertise in software development
(with a strong poftfolio of work samples)

2.       Established and demonstrated expertise in software system analysis.

3.       Strong experiences in the development of advance web-based
application especially in Code Iginiter, PHP programming and MySQL.

4.       Preferably with established knowledge in the development and
testing of Online M&E Tools;

5.       Fluency in written and spoken English.

6.       Preferably with experience working with Global Fund Programs;





The consultant to “*Develop and Optimize IHP Monitoring & Evaluation Tools
for the ISEAN-Hivos Program*” shall be engaged for 30 days for with
duration between the periods Apr 15, 2013 to May 24, 2013. The following
are the activities, timelines and deliverables that must be adapted with
the timeline proposed by the developer

An Expression of Interest (EoI) Letter, together with the applicant’s CV
and Concept Note must be sent by April 10, 2013 to the email below at 17:00
