Internal & External advert: The Education for Youth Empowerment (EYE) program - 2 post in Bandung

By mid-2013 most of our international programs will be delivered through a merged operation with 14 000 staff, managed through seven regional hubs and reporting to a relatively small, central office. The Education for Youth Empowerment (EYE) project supports to improve employment opportunities for disadvantaged youth.  EYE  project will be implemented in Bandung, West Java for a period of three years. Currently Save the Children has an immediate need for experienced staffs to be part of our EYE program team and will be based in Bandung.

The position we are looking for are:


1.  Project Officer (code: PO EYE) – 1 post, based in Bandung

The Project Officer Education for Youth Empowerment (EYE) will be responsible for project implementation of EYE activities. S/he will be responsible for the financial, programmatic implementation and monitoring of all project activities, and the development of the project implementation plan.  S/he will ensure that all activities included in the implementation plan are implemented, results documented, and key relationships established and maintained.  Managing key relationships with EYE stakeholder, SMK, the private sector, and the government; overseeing financial implementation; and reporting on progress to the Bandung-based Project Coordinator. S/he will be supported by a Bandung-based finance and admin support team.

Job Responsibilities:

Core Responsibilities

1.       Work with the S2S Project Coordinator to develop a detailed implementation plan for the Education for Youth Empowerment (EYE)  project.

2.       Ensure EYE  project activities are implemented according to the detailed implementation plan including leading the technical implementation of the project with S2S Project Coordinator.

3.       With input from Education Advisor, ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from SC programming in Indonesia and globally.  Special emphasis will be placed on coordinating with a Save the Children International outside technical expert who will support the EYE project.

4.       Ensure close working with eight SMK as partner,  assess pre-selected SMK  supporting selected SMKs to improve the quality of their education services, making them relevant to the needs of the young people and prospective employers. This will include improving the curriculum for selected subjects for which there is strong private sector demand in Bandung and incorporating general employability skills for all SMK students.

5.       Collaboration with Bandung district education officer and other  local stakeholders including establishing and developing strong and effective relationships with public and private stakeholders.

6.       Preparing report, identify good practices, share improved teaching and learning materials with other SMKs, and advocate for additional resources from the government for high-quality SMK education in Bandung.

7.       Together with the program  assistance from other staff, develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project implementation.  This will include participating in any baseline and final evaluation studies.

8.       Ensure the day to day management and reporting of project financial resources is in accordance with donor regulations and SCI policies and procedures.

9.       Ensure timely submission of activity, financial, and monitoring reports in accordance with the Skills to Succeed project M&E framework, donor requirements, and SCI requirements.

10.   Provide effective management and supervision of one staff member.

11.   Ensure that close coordination with S2S project and other projects based out of Bandung.

Occasional Significant Duties

1.       Participate in SCI country planning and reporting processes.

2.       Share experiences from this project for replication including providing information for any proposals.

3.       Travel to Lampung and Jakarta for project management purposes.

Special Requirements:
Education: Bachelor University Degree or equivalent in a relevant field. Other professional qualification is an advantage.

Skill and Experiences:

·         Minimum 5 years work for total working experience with relevant organizations in the (I)NGO, school or private sector, some experience in project management with at least 3 years experience in youth education programs.

·         Knowledge and experience in programs that promote and develop youth employment skills for (SMK) students.

·         Good understanding of the Indonesia education system.

·         Proven skills to develop an implementation plan and then efficiently implement activities to achieve intended objectives.

·         Demonstrated technical capacity in youth employment/skills building projects and advocacy skills.

·         Demonstrated ability to write high quality reports and other project documents in Indonesian and English.

·         Proven capacity for training and supervising local NGO(s).

·         Proven ability to manage financial resources according to donor and organization regulations and reporting requirements.

·         Good inter-personal skills, negotiation and good communication skills in English and bahasa with stakeholders, school, government, private sectors, community.

·         Capable to work and lead effectively as part of a multi-cultural and multi-disciplinary team.

·         Excellent English and Indonesian language skills – both verbal and written, including writing reports and presentation skills in English and Indonesia language.

·         Excellent computer literate.

·         Willingness to travel and supervise a remote team.



2.  Project Assistant (code: PA EYE) – 1 post, based in Bandung

The Project Assistance Education for Youth Empowerment (EYE) will be responsible for support EYE Project Officer to implementation of EYE activities in Bandung and working close with selected SMKs to improve the quality of their education services, making them relevant to the needs of the young people and prospective employers.

Job Responsibilities:

Core Responsibilities
1.    Coordinate with the EYE Project Officer for support project implementation in Bandung.
2.    Assistance to  improve the quality of their education services, making them relevant to the needs of the young people and prospective employers.
3.    Support EYE Project Officer on data and information from the field activity.
4.    Support EYE Project Officer  for making relationship with local government, private sector and youth.
5.    Monitor project progress and submit high-quality programmatic reports.
6.    Coordinate closely with the S2S  project.

Occasional Significant Duties

1.       Support EYE Project Officer to coordinate visits Jakarta, and international technical and managerial staff.

2.       Coordinate with S2S projects in Bandung.

Special Requirements:
Education: Bachelor University Degree in Economic Development or related discipline.

Skill and Experiences:

·         Minimum 3 years work for total working experience with relevant organizations in the (I)NGO, school or private sector, some experience in project management with at least 2 years. experience in similar task & responsibility.

·         Previous successful experience in development projects, preferably in education and Youth development.

·         Good knowledge of vocational and informal education context in Bandung.

·         Good understanding of the Indonesia education system.

·         Proven experience in training and mentoring arrangement with knowledge of the local context (preferably).

·         Experience or knowledge financial management.

·         Proven good internal and external coordination including leveraging of other resources especially in negotiation and advocacy.

·         Ability to work with little supervision.

·         Good English and Indonesian language skills – both verbal and written in English and Indonesia language.

·         Excellent computer literate.
